General Industrial Development and Locational Criteria (General Plan Vol I page IV-33) <br /> "General Industrial areas shall be: <br /> A. "developed so that buildings occupy no more than 60 percent of the lot area and no <br /> more than 100 feet in height" <br /> • At the time of the proposed underlying development project, this criterion <br /> will apply. <br /> B. "located in areas served by, or planned to be served by, a wastewater treatment <br /> plant, a water system, and a drainage system, all of which shall be public, unless only <br /> one parcel is involved outside of a community. <br /> • "Will Serve" letters for the provision of sewer, water and storm drainage <br /> have been submitted with the General Plan Amendment application. The <br /> underlying project for an industrial business park will also be subject to <br /> these provisions. The ownerldeveloper for the proposed project shall be <br /> responsible for all costs involved in the design and extension of public <br /> services to the project site. <br /> Infrastructure Services <br /> General Plan Volume 1 Wastewater Treatment Policy 2 (Pg IV-103) <br /> New development in urban communities shall have at a minimum, access to a public wastewater <br /> system. Septic systems may be permitted in Rural Residential areas, Commercial areas adjacent <br /> to Rural Residential areas, and in Warehouse Industrial zones, if General Plan policies and <br /> Development Title regulations are met <br /> • The project site involves one parcel located within the urban community of <br /> Stockton. A "will serve" letter was submitted by the applicant for the provisions of <br /> public sewer to serve the proposed development project. <br /> General Plan Volume 1 Water Supply Policy 2 (Pg IV-105) <br /> New development in urban communities shall have at a minimum, access to a public water <br /> system. In Rural Residential designations, individual wells may be permitted if parcels are two <br /> acres or greater and no public water systems exist. <br /> • The applicant submitted a "will-serve" letter providing access to a public water <br /> system and has entered into an extension agreement with California Water Service <br /> Company to serve the proposed development project. <br /> General Plan Volume 1 Stormwater Drainage Policy 1 (Pg IV-109) <br /> New development in urban communities shall have at a minimum, access to a public drainage <br /> system with terminal drainage unless a Master Drain agelSpecial Purpose Plan permits retention <br /> ponds On-site drainage may be permitted in Rural Residential designations if parcels are two <br /> acres or more <br /> • The Department of Public Works — Flood Control & Water Conservation District in a <br /> letter dated November 13, 2013 stated the County will serve the proposed <br /> development with storm drainage, subject to the following: <br /> 1.
