PLANNING COMMISSION MINUTES <br /> APRIL 4 , 1991 <br /> 1 . MINOR SUBDIVISION APPLICATION NO. MS-91-46 OF JOHN & RITA <br /> BOGGIANO (C/O KJELDSEN-SINNOCK & ASSOCIATES) to create a three-acre <br /> family member homesite from a 117 . 5-acre parcel . The property is <br /> located east of the intersection of Comstock Road and Fine Road, <br /> north of Linden (Supervisorial District 4) . <br /> Associate Planner Steve St. Sure introduced a staff report into the <br /> record. <br /> Staff submitted a letter from John Eilers, dated December 3 , 1990, <br /> a property owner in the area, in opposition to the subdivision, <br /> stating this would be an abuse of the homesite provision. <br /> Mr. St. Sure said that staff had some concern over the design of <br /> the homesite parcel. If the application is approved, staff would <br /> like to work with the applicant on the design. The applicant is to <br /> submit a revised tentative map that would resolve the access issue. <br /> Mr. Chuck Kelley, representing the Department of Public Works, <br /> asked that Condition of Approval No. 1 (e) be revised to read as <br /> follows: "The remainder shall be designated as ' Designated <br /> Remainder ' . " <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Beverly Sambado was present for this application. She <br /> said her plan is to build her home on the parcel . She wants to <br /> move out of her present, very large, home. Her children are ages <br /> 30, 28 and 25 and they are no longer living at home on a full-time <br /> basis. She does not need such a large home and would build a <br /> smaller home for herself . Her parents have leased the subject <br /> parcel to her and to her sister. Her brother-in-law takes care of <br /> the parcel . Mrs. Sambado said that she and her husband have been <br /> in farming for 30 years. Her sister lives on the parcel that was <br /> expressly created for her. <br /> Regarding her children, she said that two of them are involved in <br /> the farming operation and that her family farms other parcels (300 <br /> to 400 acres) , as well as the subject parcel. They are involved in <br /> a cherry packing operation in the area. <br /> OPPONENTS: Raj Ramaiya, speaking in behalf of John Eilers, read <br /> Mr. Eilers ' letter dated December 3 , 1990, in opposition to the <br /> project. <br /> REBUTTAL: Mrs. Sambado said that the 3 acre parcel is not growth <br /> inducing because it is located in one corner of the property and <br /> will leave the balance of the property intact.
