Mr. Van Buren presented four options but said they may not now <br /> be viable. First, A Text Amendment(Countywide)to change the C-G zone to allow the use in <br /> the zone. Second, rebuild per SA-97-38 if permitted by fire and building codes. Third, apply for <br /> annexation into the City of Manteca. Copperopolis Road, Linden. <br /> Kai Luoma, Associate Planner; Dennis Rock, Development Services; Jose Alva, Attorney; <br /> Aurelio Navarro, owner; and Monte Seibel, contractor; were present for this item. <br /> Mr. Luoma asked if Mr. Alva had received the memo dated April 7`h, Mr. Alva answered yes, <br /> and said that after reviewing it they recognize that they will have to do a Biological Study. <br /> Mr. Luoma recommended to Mr. Alva that he consult with the Department of Fish and Game <br /> and Fish and Wildlife when he does the Biological Study. Mr. Alva agreed. <br /> Mr. Alva asked about the issue of school impacts. Mr. Luoma said that when a school responds <br /> it is the applicant's responsibility to contact the District concerning impact fees. <br /> Mr. Alva and Mr. Karam discussed the street lighting issue and drainage issue. <br /> Staff discussed drainage flow and its impact on habitat with the applicants. Mr. Luoma said that <br /> the drainage plan may have to take into account the potential presence of vernal pools and vernal <br /> swales. An alteration to on-site drainage may impact this habitat. The drainage plan must be <br /> submitted prior to approval of the subdivision and may require the approval of the Department of <br /> Fish and Game. <br /> Mr. Luoma said that a grading permit is required, and grading had already occurred. <br />
