SU-97-05 OF AURELIO NAVARO (CIO JOSE <br /> ALVA) (22473 E. COPPEROPOLIS ROAD, LINDEN)(APN: 093-030-48) <br /> Thi. rural residential lots of approximately protect is a Major Subdivision to create 4 pp Y 2-acres <br /> each, with a 6.6-acre Designated Remainder (Chula Vista Estates). The site is located on the <br /> northeast corner of Copperopolis Road and Hewitt Road, east of Stockton (Peters). <br /> On December 29, 1997, the applicant submitted this project as a Mayor Subdivision to create 110 <br /> rural residential lots. At the original Development Committee meeting for the 10-lot Tentative a, <br /> Map on February 25, 1998, the following issues were discussed: soils report, school impacts, <br /> drainage, an existing Second Unit Dwelling, and biological impacts. This 10-lot subdivision was <br /> never approved. On February 1, 2000, the applicant submitted a revised tentative map creatir! <br /> 4 lots plus a remainder. The Tentative Map was revised because a previously approved Minor <br /> Subdivision, MS-95-55, was recorded on a portion of the property included in the 10-lot <br /> subdivision. <br /> After reviewing the application and comments from other agencies, the Community <br /> Development Department has identified the following issues that need to be resolved prior to <br /> the item being heard by the Planning Commission: <br /> • <br /> Biological: In the attached letter of February 24, 1998, the Department of Fish and Game <br /> expressed concerns regarding the presence of vernal pools and vernal pool associated <br /> sensitive species. As stated in the letter from the Department of Fish and Game and <br /> confirmed by a recent telephone conversation with Dan Gifford of Fish and Game, a <br /> biological survey of the site is required. If the survey identifies the presence of protected <br /> species and/or habitat, mitigation measures rendering any impacts to less-than-significant;/ <br /> levels must be identified and implemented prior to approval of the project. Said survey and <br /> any mitigation measures shall be conducted and developed in coordination with the <br /> Department of Fish and Game and the US Fish and Wildlife Service. If significant impacts <br /> exist and no mitigation measures are identified, an Environmental Impact Report will be <br /> required. <br />
