SU-97-5 OF AURELIO NAVARRO I <br /> LOCATED AT THE NORTHEAST CONRER OF COPPEROPOLIS ROAD AND <br /> HEWITT ROAD, PETERS (SUPERVISORIAL DISTRICT FOUR) <br /> (APN: 093-030-48; 22473 E. COPPEROPOLIS ROAD, LINDEN) <br /> This Major Subdivision application is to divide approximately 23-acres into ten 2-acre minimum <br /> lots. The proposed subdivision is known as Chula Vista Estate (Tract No. 2867). The <br /> subdiMsion of this property is proposed to be served by private wells, septic tanks and on-site <br /> drainage basins. The property has a General Plan designation and Zone Classification of <br /> Rural Residential. <br /> Based on staffs review the application and responses received from referral agencies there <br /> are several issues that need to be addressed as follows: <br /> • Soils Report: Subdivision Map Act Section 66490 requires the submission of a <br /> Soils Report. San Joaquin County Development Title Section 9-905.10 further <br /> requires that the Soils Report be submitted with the application for a Major <br /> Subdivision. The Soils Report dated December 23, 1997 prepared by Anderson <br /> and Associates was prepared only for the street design and does not comply with <br /> Section 66941 of the Subdivision Map Act and the purpose for requiring the Soils <br /> Report. <br /> • School Impacts: A letter dated February 19, 1998 was received from the Linden <br /> Unified School District stating that this project will have an impact on their school <br /> facilities. It is the developers responsibility to meet with Linden Unified School <br /> District representatives in an effort to reach agreement on an acceptable method of <br /> school impact mitigation. <br /> • Drainage: A field review of the site was conducted in late January and drainage <br /> water was observed to be standing across the frontage of proposed Lots 1 and 2. <br /> The drainage water extended well out into the pavement along Hewitt Road. We <br /> also received a letter in opposition to the project that also addresses this issue. <br /> Prior to this application being scheduled for the Planning Commission staff is <br /> recommending that a drainage study be prepared to determine how this drainage <br /> problem is caused and how it can be solved; and, further how off-site drainage <br /> impacts this subdivision and what provisions need to be incorporated into the <br /> project to mitigate this impact. <br />
