r)
SAN JOAQUIN COUNTY
COMMUNITY DEVELOPMENT-DEPARTMENT
Ciq
1810 E.HAZELTON AVE.STOCKTON,CA 95205-6232
G; '
Fa
i PHONE 2091468-3121 FAX:2091468-3163
February 20, 1998
M-E.-M-O-R-A-N-D-U-M
TO: Development Committee
FROM: Thomas M. Gau
Senior Civil Engineer
Development Service
Engineering Divisio
SUBJECT. MAJOR SUBDIVISION APPLICATION NO. SU-97-5 OF AURELIO NAVARRO I
LOCATED AT THE NORTHEAST CONRER OF COPPEROPOLIS ROAD AND
HEWITT ROAD, PETERS (SUPERVISORIAL DISTRICT FOUR)
(APN: 093-030-48; 22473 E. COPPEROPOLIS ROAD, LINDEN)
This Major Subdivision application is to divide approximately 23-acres into ten 2-acre minimum
lots. The proposed subdivision is known as Chula Vista Estate (Tract No. 2867). The
subdiMsion of this property is proposed to be served by private wells, septic tanks and on-site
drainage basins. The property has a General Plan designation and Zone Classification of
Rural Residential.
Based on staffs review the application and responses received from referral agencies there
are several issues that need to be addressed as follows:
• Soils Report: Subdivision Map Act Section 66490 requires the submission of a
Soils Report. San Joaquin County Development Title Section 9-905.10 further
requires that the Soils Report be submitted with the application for a Major
Subdivision. The Soils Report dated December 23, 1997 prepared by Anderson
and Associates was prepared only for the street design and does not comply with
Section 66941 of the Subdivision Map Act and the purpose for requiring the Soils
Report.
• School Impacts: A letter dated February 19, 1998 was received from the Linden
Unified School District stating that this project will have an impact on their school
facilities. It is the developers responsibility to meet with Linden Unified School
District representatives in an effort to reach agreement on an acceptable method of
school impact mitigation.
• Drainage: A field review of the site was conducted in late January and drainage
water was observed to be standing across the frontage of proposed Lots 1 and 2.
The drainage water extended well out into the pavement along Hewitt Road. We
also received a letter in opposition to the project that also addresses this issue.
Prior to this application being scheduled for the Planning Commission staff is
recommending that a drainage study be prepared to determine how this drainage
problem is caused and how it can be solved; and, further how off-site drainage
impacts this subdivision and what provisions need to be incorporated into the
project to mitigate this impact.
