The parcel cannot be rezoned <br /> to Rural Service Commercial (C-RS) because it is located in the urban-ir►seperated <br /> community of Tracy. The remaining options for rezoning the parcel are General <br /> Commercial (C-G), Limited Industrial (1-L), and General Industrial (I-G). The zones <br /> implement the CIG (General Commercial), IIL'(Limited Industrial), and IIG (General <br /> Industrial) General Plan Designations respectively. <br /> Commercial Develo ment(Volume I, IV. Community Development, pp.IV-21,24) <br /> • Obiectives: <br /> 2. To encourage the grouping of compatible commercial uses within compact <br /> areas and to discourage commercial sprawl. <br /> The proposed project does not appear consistent with this General Pian Objective because <br /> there are no compatible commercial uses to group with this use and placing a commercial <br /> use in this area surrounded by agricultural and residential uses would constitute <br /> commercial sprawl. <br /> • <br /> Development and Locational Criteria: General Commercial areas shall be: <br /> (D) Located with primary access on a Minor Arterial or higher classification <br /> Roadway; <br /> The proposed project does not appear consistent with this General Plan Policy because <br /> Corral Hollow Road, from Larch Road to Lammers Road, is classified as a Rural Major <br /> than a Minor Arterial roadway. <br /> Collector roadway, which is not a higher classificationY• <br /> Larch Road, from Naglee Road to Corral Hollow Road, is classified as a Rural Local <br /> roadway, which is also not a higher classification than a Minor Arterial roadway. <br /> Industrial Development(Volume 1, IV. Community Development, p.IV-34) <br /> • <br /> Development of Industrial Areas <br /> 3. Each industrial site should have frontage on a road developed to County <br /> standards. The planned industrial area shall have access on a Minor Arterial or <br /> higher classification roadway. The creation of flag lots should be prohibited. <br /> The proposed project does not appear consistent with this General Plan Policy for the <br /> same reasons listed above for General Commercial areas. <br /> Agricultural Lands (Volume I, VI.
