The proposed project does not appear consistent with Agricultural Lands Policy 8 of <br /> the General Plan because the proposed development would create a commercial or <br /> industrial parcel that would be surrounded by agricultural and residential parcels. <br /> Wastewater Treatment(Volume I, IV. Infrastructure Services, p. IV-61) <br /> • Policies: <br /> I <br /> 4. Septic systems may be permitted only: <br /> a. Within the following General Plan land use designations, except for <br /> development on existing lots over two acres in size: Agricultural, Rural <br /> Residential, Commercial areas adjacent to Rural Residential areas <br /> within an urban community, Rural Service Commercial, and Limited <br /> Industrial, if zoned for warehousing; and <br /> 3 <br /> The proposed project does not appear consistent with Wastewater Treatment <br /> Policy 4 of the General Plan because: <br /> The site is not over 2 acres in size; <br /> • The proposed Commercial area would not be adjacent to a rural <br /> residential area; and <br /> ■ The proposed Industrial area would not be zoned for warehousing. <br /> Water Supply <br /> • Development Title Section 9-1120.3(c) requires development projects on existing <br /> parcels over 2 acres in urban communities to be served by a public water system. <br /> Storm Drainage <br /> • Development Title Section 9-1135.39(b)requires development projects on existing <br /> parcels in urban communities to discharge into a public terminal drain if one is <br /> within two hundred (200)feet of such drain, a private on-site retention basin may be <br /> an acceptable alternative if: <br /> o The site conditions of soil permeability and ground water level allow a <br /> retention basin to meet San Joaquin County Improvement Standards, and; <br /> o The tributary watershed area to the retention basin is less than ten (10) <br /> acres. <br /> If a full application is submitted for a Zone Reclassification, "Will-Serve" letters for sewage <br /> disposal, water supply and storm drainage from the City of Tracy shall be submitted with <br /> the Zone Reclassification Application. <br /> 3 <br />
