The installation of temporary wells is
disallowed by Ordinance Code of San Joaquin County Section 5-4000 et. seq. Other
methods are available to secure qualitative water samples.
Additionally, the decision matrix presented in the work plan cannot be accepted as
guidance criteria and was not discussed during the February 14, 1992 meeting. During
this meeting, PHS/EHD explained that the LUFT field manual and the Tri-Regional
guidelines were accepted guidance documents for the evaluation of residual
contamination. Furthermore, all sites are evaluated on a site specific basis.
Please submit an addendum to the work plan which addresses PHS/EHD comments.
PHS/EHD looks forward to working with you towards closure of this site.
