MARCH 7,2001
NOA ENVIRONMENTAL PROJECT NUMBER LEOI-052
A. INTRODUCTION
Due to concerns regarding potential liability for toxic hazards which may adversely impact real estate
in general, investors need to assess the property in question to determine if current or past occupants
F or surrounding land uses could adversely impact property development or result in future liability for
the investor. Good commercial and customary practice for conducting a Surface/Subsurface
FContamination Report for a parcel of property is to identify recognized environmental conditions.
According to ASTM Standard E 1597-00/paragraph 1.1.1,the term recognized environmental
conditions means "...the presence or likely presence of any hazardous substances or petroleum
products on a property under conditions that indicate an existing release, a past release,or a material
threat of a release of any hazardous substances or petroleum products into structures on theo
Pr PAY
or into the ground, groundwater, or surface water of the property."
r
B. . LIMITATIONS
' This report was compiled as a Surface/Subsurface Contamination Report for the subject project. This
report contains information and data provided to NOA ENVIRONMENTAL by several sources.
NOA ENVIRONMENTAL in no way warrants the accuracy or completeness of the information
provided to this investigation by those sources.
It should be noted that when a surface/subsurface assessment is completed without sample collection
F and quantitative analysis of sail and groundwater beneath the site, as in this study, no'statement of
scientific certainty can be made regarding latent subsurface conditions which may be the result of on-
site or off-site sources. The findings and conclusions of this report are not scientific certainties, but
rather, probabilities based on professional judgement concerning the significance ofthe data gathered
during the course of this investigation. NOA ENVIRONMENTAL is not able to represent that the
site or adjoining land contains no hazardous waste, oil, underground storage tanks, or other latent
condition beyond that detected or observed by NOA ENVIRONMENTAL during the
Surface/Subsurface assessment. The possibility always exists for contaminants to migrate through
t surface water, air, or groundwater.
Our office has not been provided with specific criteria for the development of this report other than
a request to evaluate the property in question for possible problems related to toxic or hazardous
agents, nor have we been directed to address any specific questions concerning the site. Should there
be a need to conduct an investigation into a specific question not addressed in this report, contact our
!'Fa office immediately regarding your concerns.
r.=
4
2
r1
7
