b. ,The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is $166.00 per daily trip-end <br /> generated in the Lodi area. The fee shall be automatically adjusted July 1 of each year by the <br /> Engineering Construction Cost Index as published by the Engineering News Record. (Resolution . <br /> R-00-433) <br /> c. The Regional Transportation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently $1,430.00 per 1,000 gross <br /> square feet of building. The fee is based on the current schedule. (Resolution R-06-38) <br /> d. A copy of the final site plan shall be submitted prior to the release of building permits. The parcel <br /> is bisected by a flood hazard area. The final site plan shall show the hazard delineation line. <br /> e. The site is located in an area that could potentially be within a flood hazard area when the new <br /> FEMA FIRM maps are adopted in 2009. If the maps indicate the site is located within a special <br /> flood hazard area, and construction commences after the date of the map adoption, the <br /> constructiori:shall meet all Federal, State, and County requirements for construction within a 100- <br /> year flood plain. <br /> f. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The final site plan is <br /> required upon submittal of verification. <br /> g. Dischargers whose projects disturb one or more acres of soil or whose projects disturb less than <br /> one acre but are part of a larger common plan of development that in total disturbs one or more <br /> acres are required to obtain coverage under the General Permit for Discharges of Storm Water <br /> Associated With Construction Activity (Construction General Permit 99-08-DWQ). Construction <br /> activity subject to this permit includes clearing, grading, and disturbances to the ground such as <br /> stockpiling, or excavation but does not include regular maintenance activities performed to <br /> restore the o[iginal line, grade, or capacity of the facility. <br /> h. Developments of less than one acre that are not part of a larger common plan of development <br /> shall comply`with the County National Pollutant Discharge Elimination System (NPDES) <br /> requirements by following the practices in the County's"Small Site Storm Water Management <br /> Plan." <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lisa Medina, 468-3455) <br /> a. The existing private water well shall be tested for the chemical Dibromochloropropane (DBCP) <br /> and nitrates with the results submitted to Environmental Health prior to final occupancy. Samples <br /> are to be taken and analyzed by a State-approved laboratory. (Development Title Section 9- <br /> 1115.7) <br /> b. The existing.barn's septic system proposed for the wine tasting restroom does not meet the <br /> minimum leach field requirement for a commercial septic system. <br /> c. The addition of a minimum of 340 lineal feet of leach line shall be installed under a sanitation <br /> permit and inspection by Environmental Health prior to occupancy.
