U <br /> Recommendations <br /> Action <br /> It is recommended that the Planning Commission; <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-0800203 with the f=indings, Williamson Act Compatibility Principles, <br /> and Conditions.of Approval contained in the staff report. <br /> f=indings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the Winery and Wine Cellars, Wine Cellar, Off-Site use <br /> type may be conditionally permitted in the AG-40 (General Agriculture, 40-acre minimum) <br /> zone with an approved Use Permit application when an existing multi-purpose wine cellar <br /> building is being used that is larger than 2,000 square feet. The project is consistent with <br /> the goals, policies,standards,and maps of the General Plan. There are no applicable Master <br /> Plans, Specific Plans, Special Purpose Plans, or any other applicable plans which are within <br /> the vicinity of this project. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding;can be made because the project will be required to be served by an on-site well <br /> and septic system. Also,as a Condition of Approval,the Environmental Health Department <br /> is requiring the addition of a minimum 340 lineal feet of leach lines to be installed under a <br /> sanitation permit and inspection by the Environmental Health Department and is required <br /> prior to occupancy. Any new storm water drainage created by new improvements will be <br /> retained on-site. <br /> Additionally,the applicant is proposing a 25-foot-wide access driveway from De Vries Road, <br /> which is of adequate size for access to the project site. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding- can be made because the parcel is 30.92 acres and is of adequate size and <br /> shape to accommodate the proposed 4.00-acre project site for an off-site wine cellar and <br /> related marketing events.
