c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application for each phase of the project. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index as <br /> published by the Engineering News Record. (Resolution R-00-433) <br /> d. The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of building permit application for each phase of the project. The fee will <br /> be based on the current schedule at the time of payment. (Resolution R-06-38) <br /> e. A copy of the Final Site Plan shall be submitted prior to release of building permit for each phase <br /> of the project. <br /> f. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects for each phase of the <br /> project. Final Site Plan is required upon submittal of verification for each phase. <br /> g. For each phase of the project, the developer shall provide drainage facilities and meet the <br /> requirements of San Joaquin County Development Standards to prevent the increased runoff <br /> release rate of storm water from discharging onto other properties and to prevent offsite sediment <br /> transport. Retention basins shall be fenced with six (6) foot high chain link fence or equal when <br /> the maximum design depth is 18 inches or more. Required retention basin capacity shall be <br /> calculated and submitted along with a drainage plan for review and approval, prior to release of <br /> building permit for each phase. (Development Title Section 9-1135) <br /> h. For each phase of the project, that applicant shall file 'Permit Registration Documents' (PRD)with <br /> the State Water Resources Control Board (SWRCB), and submit the Waste Discharge <br /> Identification Number(WDID) issued by SWRCB to Public Works. <br /> i. All new construction and substantial improvement of any structure in flood zone AO shall have <br /> the lowest floor, including the basement, elevated at least three (3) feet above the adjacent <br /> ground. Non-residential structures may meet the standards in Development Title Section 9- <br /> 1605.12 (c) for flood proofing. (Development Title Section 9-1605) <br /> NOTE: This property is subject to the requirements of San Joaquin County Mosquito &Vector <br /> Control District(209-982-4675) and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices (BMP) guidelines for stormwater devices, ponds and <br /> wetlands are available. <br /> All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23) that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto, 209-468-3443) <br /> a. An application for Waste Discharge Requirements or a Condition General Waiver of Waste <br /> Discharge Requirements must be submitted to the Central Valley Regional Water Quality Control <br /> Board prior to development(California Water Code, Article 4, Section 13260). <br /> b.
