d. Provide a standard easement for the Fairbanks Lateral Pipeline in the new location. <br />3. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Gabe Karam, 468-3000) <br />a. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br />Sections 9-1145.4 and 9-1145.5) <br />b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br />County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br />1145.5) <br />c. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable <br />at the time of building permit application. The fee currently is $582.00 per 1,000 gross square feet of <br />building designated as Manufacturingor $151.36 per additional daily trip -end generated in the <br />Escalon area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br />Construction Cost Index as published by the Engineering News Record. (Resolution R-96-592) <br />d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br />e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br />addressed the items on the attached Waste Plan Format for Development Projects. <br />4. PUBLIC HEALTH SERVICES (Staff Contact: Larry Godinho, 468-0330) <br />Ja. A soil suitability study/nitrate loading study for dairy/animal waste which indicates that the area is <br />suitable for the usage number of animals proposed must be performed prior to issuance of a building <br />permit, as required by Development Title Section 9-1105.2[d]). A nitrate loading study is required, <br />and a review fee of $390.00 must be paid at the time of submittal to the Environmental Health <br />Division. <br />Note: This dairy has experienced waste discharge violations as previously reported by the Central <br />Valley Regional Water Quality Control Board. Corrective measures will need to be included into the <br />study referenced above. <br />b. The applicant needs to complete the application by declaring how many cows, heifers, and calves <br />are proposed for this future dairy site. The applicant shall declare the parcels owned and the parcels <br />rented and the acreage available for manure and waste water disposal. <br />Prior to the issuance of building permits, three sets of building plans shall be submitted to the <br />Environmental Health Division for review and approval. The plans shall include the design of the <br />entire dairy facility (milking barn, corrals, free stall housing, shelter sheds, dry cow facilities, calf <br />barns, and waste water ponds) (California Food and Agricultural Code, Division 15, Chapter 5, Article <br />2, Sections 33481-33487). A $156.00 plan check fee is required at the time of submittal. <br />�. Install an approved backflow prevention device on the water supply system. (California Code of <br />Regulation, Title 17, Section 7603) <br />Note: The water supply to the dairy barn must be protected from all outside sources by the use of <br />reduced pressure backflow devices. All water hoses must have backflow devices, and R/P's are <br />required at all chemical injection sites. <br />�. Construction of an individual sewage disposal system under permit and inspection by the <br />Environmental Health Division is required at the time of development.
