0 kJ <br />Conditions <br />Site Approval Application No. SA -99-88 was approved by the San Joaquin County Planning <br />Commission on . The effective date of approval is . This approval will expire on <br />which is 18 months from the effective date of approval, unless (1) all Conditions of Approval have <br />been compiled with, (2) all necessary building permits have been issued and remain in force, and (3) <br />all necessary permits from other agencies have been issued and remain in force. <br />Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br />prior to the establishment of the use and the issuance of any building permits. Those Conditions <br />followed by a Section Number have been identified as ordinance requirements pertinent to this <br />application. Ordinance requirements cannot be modified, and other ordinance requirements may <br />apply. <br />1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Kai Luoma, 468-9567) <br />a. BUILDING PERMIT: Submit an "APPLICATION -COMMERCIAL BUILDING PERMIT." The Site <br />Plan required as a part of the building permit must be prepared by a registered civil engineer or <br />licensed architect. This Plan must show drainage, driveway access details (including gates), on-site <br />parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br />PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (Development Title <br />Section 9-884) <br />b. BUILDING PERMIT: Submit an "APPLICATION-MOBILEHOMEBUILDING PERMIT' for the three <br />existing mobile homes. The Site Plan required as a part of the building permit must show drainage, <br />driveway access details (including gates), on-site parking, landscaping, signs, existing and proposed <br />utility services, and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is required for <br />the Site Plan review. (Develop mentTitle Section 9-884) <br />c. APPROVED USE: This approval is for the expansion of an existing 750 -cow dairy to be completed in <br />two phases over five years as shown on the Plan submitted October 27, 1999. <br />(1) Phase 1 includes the addition of 500 cows for a maximum 1,250 animals and the demolition of <br />the existing 2,985 -square -foot milking parlor and construction of a new milking parlor, which <br />includes a 15,775 -square -foot cattle holding area and a 9,000 -square -foot manufacturing area; <br />and construction of a 16,800-square-footfreestall barn and an 11,600-square-footfreestall barn. <br />(2) Phase 2 includes the addition of 2,150 cows for a maximum of 3,400 animals and the expansion <br />of the 16,800-square-footfreestall barn to 25,500 square feet, the expansion of the 11,600 - <br />square -foot freestall barn to 32,500 square feet, construction of a 32,500-square-footfreestall <br />barn, construction of a 75,000-square-footfreestall barn, and construction of a 16,000 -square - <br />hay barn. Phase 2 will expire five years from the effective date of approval unless all Conditions <br />of Approval have been complied with, all necessary building permits have been issued and <br />remain in force, and all necessary permits from other agencies have been issued and remain in <br />force. <br />NOTE: Phase 2 is contingent on the applicant obtaining additional acreage. At the time the <br />applicant submits building plans for the second phase, the Site Plan for Phase 2 shall be <br />reviewed and approved by Environmental health. <br />d. STORM DRAINAGE: Storm water drainage shall be retained on the site. The drainage pattern and <br />corresponding storm drain improvements shall be shown on the Site Plan.
