CENTRAL VAP-EY -GIONAL WATER QUAL! CL ,TROL BOARD
INSPECTION REPORT
30 July 1996
DISCHARGER: JOE DA SILVA DAIRY
WDID NO: 58395035001
LOCATION & COUNTY: 27398 East Dodds Road
Escalon, CA. 95320
San Joaquin Co.
CONTACT(S): Mr. Joe da Silva
Home Phone: (209) 838-8264
Cellular Ph: (209) 531-4862
INSPECTION DATE: 10 January 1996
INSPECTED BY: Michael P. Negrete
' Sanitary Engineering Associate
ACCOMPANIED BY: Mr. Joe da Silva
OBSERVATIONS AND COMMENTS:
The discharger is currently regulated by Waste Discharge Requirements, Order No. 90-301 , adopted;02
1 November 1990. Waste water containing manure entered into the Oakdale Irrigation Districts' Fairbanks
Lateral, then into Temple Creek and into the Sacramento-San Joaquin Delta.
On 08
March 1991samples water
taken from the lateral drain canal confirmed ammonia levels above'the
LC50 for most fish species in the local area. Discharger was placed on probation by the Departmento of
Fish and Game and was fined later for another violation of the Fish and Game Code Section 5650.
Potential violations: The discharger has built a channel, sump and installed a pump in 1991 to
return the wastewater back to the holding pond to prevent future discharges into
Lateral. The above improvements was not effective because this did not prevent all to water
+ from being contain on the property during heavy rains. Corrals wet from recent rains.
Discharger needs to divert stromwater away from the two ponds to prevent future possible
discharges.
Results of the waste load calculations are noted in Attachment 1.
Total N output— 15, 143 lbs.
Crop N needed= 34,650 lbs.
f
VIIIA-2
