Analysis <br /> Facility Operations <br /> The proposed project is a commercial stable for a maximum of seventy-five (75) horses to include the <br /> utilization of 28,648 square feet of existing structures, the conversion of 5,500 square feet of existing <br /> structures, and the construction of 17,770 square feet of additional structures. The stable will operate seven <br /> (7) days a week: Monday through Friday, from 7:00 a.m. to 7:00 p.m., Saturday, from 7:00 a.m. to 5:30 <br /> p.m., and Sunday, from 8:00 a.m. to 5:00 p.m. The applicant estimates a maximum of forty-six (46) <br /> customers per shift and will have a maximum of six (6)employees per shift. <br /> Surfacing Modification <br /> The applicant has submitted a modification request dated March 9, 2018 to utilize Class 2 Aggregate <br /> Base as the surfacing material for the driveway after the 80 foot paved entrance driveway and for parking <br /> areas because it is better suited for a rural, agricultural setting where horses and vehicles will use the <br /> driveway, property.pathways and parking areas. The Community Development Department has reviewed <br /> the request and is recommending the Planning Commission approve the surfacing modification for the <br /> driveway after the first 80 feet and for parking areas. As a result, as a recommended condition of <br /> approval, Class 2 Aggregate Base will be required for the driveway after the 80 foot paved entrance <br /> driveway and for parking areas. <br /> Driveway Modification <br /> The applicant has submitted a modification request dated March 9, 2018 to allow the existing twenty-four <br /> (24) foot wide driveway to meet the requirements. Pursuant to Development Title Section 9-1015.5(h)(1), <br /> access driveways shall have a width of no less than twenty-five (25) feet for two-way aisles and sixteen <br /> (16) feet for one-way aisles, except that in no case shall driveways designated as fire department access <br /> be less than twenty (20) feet wide. The Community Development Department has reviewed the request <br /> and is recommending the Planning Commission approve the modification as the twenty-four (24) foot <br /> wide driveway is existing and meets the fire access minimum of twenty (20) feet. As a result, as a <br /> recommended condition of approval, the access driveway will be required to have a width of no less than <br /> twenty-four(24)feet. <br /> Accessory Activities and Events <br /> The applicant proposes equine-related accessory events and activities to include equine demonstrations, <br /> horse shows, and non-profit fundraisers. The project includes an 8,000 square foot concrete slab that will <br /> be utilized for temporary seating to allow viewing of arena activities. <br /> Neighborhood Response <br /> The Community Development Department has received one (1) letter in support of the application from a <br /> neighboring property owner. <br /> Williamson Act <br /> This parcel is subject to Farmland Security Contract No. FA-99-0073. The contract restricts development <br /> to uses that are compatible with the Williamson Act and Development Title Section 9-1805. "Compatible <br /> use" as defined in the Williamson Act includes uses determined by the County to be compatible with the <br /> agricultural, recreational, or open-space use of land within the preserve and subject to contract. <br /> (Government Code Section 51201[e]) A commercial stable is a compatible use with property under <br /> San Joaquin County PA-1700268/LA Delta Investments LLC <br /> Community Development Page 3 <br />
