VI-10 Vol. 1). <br /> Intensity of the General Agriculture Zone <br /> Agricultural lands policy 3(b) (General Plan Vol. 1, page VI-11) states: "The Limited <br /> Agriculture land use designation will be considered in areas of small-scale agricultural <br /> operations where the parcels are generally between five and ten acres in size outside of <br /> areas planned for urban development, and in areas zoned AL-5 and AL-10 as of the <br /> adoption of this Plan." The area surrounding the project clearly meets this criterion. <br /> The proposed General Agriculture designation is for parcel sizes that are generally large <br /> enough to support commercial agricultural activities (Agricultural Lands Policy 2(a)(2)). <br /> The AG zones which implement the General Agriculture General Plan designation <br /> provide for more intensive uses than the AL zones which implement the Limited <br /> Agriculture General Plan designation. Such uses include, but are not limited to, <br /> Cemeteries, Explosives Handling, Food Manufacturing, Major Impact Services, Outdoor <br /> Sports Clubs, Quarry Operations and Wineries and Wine Cellars (Development Title <br /> Table 9-605.2). <br /> Because those uses are likely to present land use conflicts with the less intensive uses <br /> of the surrounding Limited Agriculture designation, the proposed General Plan <br /> amendment does not appear to be consistent with General Plan Growth Accommodation <br /> Objective 2 (General Pian Vol. 1, page IV-4) which is "To make efficient use of land and <br /> promote a functional development pattern with varied and compatible land uses." <br /> Text Amendment <br /> The applicant states that the underlying project is a small winery; Wineries and Wine <br /> Cellars are not permitted in the AL zone. However, the applicant may propose a text <br /> amendment to conditionally permit Wineries and Wine Cellars in the AL zone. <br /> __ NOTE: The pre-application conference .is designed to inform _prospective applicants of <br /> General Plan consistency, zoning consistency, public improvement requirements, <br /> preliminary design constraints and opportunities, and major environmental and safety <br /> issues. This information is provided in the hope of assisting the applicant in submitting a <br /> better and more complete application, as well as minimizing processing time. It is not <br /> intended to be an in-depth analysis, and an environmental assessment is not completed. <br /> The applicant should be aware that a detailed review will not be done until the full <br /> application is submitted.
