The applicant also proposes to keep and raise 12 pot belly pigs,217 fowl,and <br /> 23 ratites,none of which will be slaughtered. The project site is located on the east side of Elliott <br /> Road,one mile north of Liberty Road, north of Lockeford(Supervisorial District 4). <br /> Commissioner Howard said he would abstain for personal reasons. <br /> Kerry Sullivan,Senior Planner,introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Jose Alva(7540 Shoreline Drive,Stockton),representing Mr.Guerrero,said they increased the numberof <br /> animals so they would not have to come back in the future if the operation expanded. They have moved the <br /> slaughterhousefurther back to the north,and it is now on much higher ground. The 2.5-acre slaughterhouse <br /> site is now about 1,000 feet north of the southern property line. The projectwill also have its own <br /> infrastructure. He has no problem with the Conditions of Approval. <br /> Commissioner Morri asked if Mr.Guerrerowould be there every day. <br /> Mr.Alva said he has other businesses,but he will be making his rounds to look over his operation. <br /> Commissioner Morri said he would like to increase the number of parking spaces from three to five because <br /> the number of employees has increased. <br /> Commissioner Demichelis said the slaughterhousewill have to have an inspector from USDA on the site <br /> when animals are slaughtered. <br /> OPPONENTS: <br /> Ann Ricossa(28500 N. Elliott Road,Galt)said they live next to the adjoining driveway. The driveway is only <br /> supposed to be an access road to the property behind them for utilities. The traffic has increased over the <br /> past year. Trucks use their driveway to access the project site and also park on their property. A large ranch <br /> of that size should have its own entrance. She said the property flooded in February of this year. There are <br /> odor problems also. Their goats get out onto the road. She is concerned about how this project will affect <br /> property values. She said communication is very poor with the caretaker. She said Mr. Guerrero is very <br /> good for the community,but she is against this project. <br /> Frank Hogge(28400 N. Elliott Road,Galt)said the Negative Declaration should not be approved because <br /> there are water,air,and traffic problems. He said this is a commercial operation that should meet USDA <br /> regulations. He said the value of his property will be less if this project is approved. This project will not be in <br /> the best interest of the community. This project has gone from a personal use to a commercial use. He said <br /> the road should be paved. <br /> Gerald Freitas(28400 N. Elliott Road,Galt)said this will grow into a larger project than it is now. He said <br /> they have been slaughtering goats out there every day. There will be odor problems. Property values will <br /> decrease. The creek turns to a river during the flooding season. You cannot drive trucks across that river. <br /> Tim Andrew(27676 N.
