Commissioner Solari asked staff what they will actually be voting on for this project.
Kerry Sullivan said the Board of Supervisors directed this project back to the Planning Commission to impose
conditions. They directed that the slaughterhouse be moved further to the north on the subject site and have
a separate access. The Planning Commission will be voting on just the conditions of approval. They will not
be voting to approve or deny the project. The item will then be taken back to the Board of Supervisors for
action on the appeal.
REBUTTAL:
Jose Alva said the motion by the Board was to refer the project back to the Planning Commission to impose
conditions and have the applicant submit a site plan within 120 days. There was no mention in the motion to
move the access. He said the present roadway may actually be on his client's property, but that is a totally
separate issue. They have a legal right to use the present access, but they have proposed to put in a
separate access road to the slaughterhouse. He said they can provide the caretakerwith a phone number
for Mr. Guerrero so that he can be reached by the neighbors.
Mike McGrew said there is some confusion about the access. The opposition was only talking about the
present access to the rest of the property, but the applicant has provided a plan to show a separate entrance
to the slaughterhouse.
PUBLIC HEARING CLOSED:
MOTION:
It was moved, seconded(Morri/Carter),and passed by a unanimous roll call vote(6-0)to:
1. Approve the Negative Declaration;and
2. Refer the Conditions of Approval to the Board of Supervisors for consideration, with a revision to
Condition No. 1.d.(2),as follows:
1. COMMUNITY DEVELOPMENT DEPARTMENT
d. PARKING: Off-street parking shall be provided and comply with the following:
A minimum of 3 5 parking spaces shall be provided,including 1 accessible space(2.5
spaces are required for every 1,000 feet of building area).
