Ann Ricossa (28500 Elliott Road, Galt) said the neighbors are good people, but she is concemed about
the odors that come into their home. Also, you cannot get in or out when the property floods.
Tito Samaniego (P. O. Box 8778, Stockton),with Gill-Chabra Farms, said the property is always flooded
every year and does not drain. He is opposed to the project.
Paul Calosso (28499 N. Jack Tone Road, Galt) said that road floods every year. Property values will go
down. They should build in an industrial area with drainage and sewage systems.
George Meier(1128 E. Liberty Road, Galt) said over 50 percent of that property floods every year.
Frank Calosso (15751 E. Prouty Road, Galt) said he does not want that smell coming into his property.
Eleanor Christianson (27670 N. Sowles Road, Galt) said the site floods every year, and this project would
be detrimental to the area.
Nirmac Samra, with Gill-Chabra Farms, said this property floods every year, and the water does not
drain out.
REBUTTAL:
A. J. Sales said they have no problem with meeting any of the conditions. They do not starve their
animals. Mr. Guerrero or his brothers or sons are out there all the time. Animals do die on occasion, but
they have veterinarians go out there to take care of the animals. The animals were already there when
some of these people moved there. This is an agricultural area. They do not burn animals. They do
have barbecues. They want to be good neighbors. There is no proof that this project will devalue their
property.
PUBLIC HEARING CLOSED:
Commissioner Carter said she is familiar with the flooding problems in the area. She has voted against
houses in that area because of the flooding.
Commissioner Dernichelis said a property operated slaughterhouse does not have a problem with odors.
There is a right to farm ordinance. Flooding can be avoided with the proper grading. They can raise the
slaughterhouse and the septic system.
Commissioner Eley said this is an agricultural area. Flooding may be an issue, but this is an appropriate
use.
Commissioner Morri said he cannot make Finding 4, so he cannot approve the project. This will
probably tum into a more intensive use in the future. One or two animals a day is not enough.for a
facility this size.
Commissioner Stockar said this use is appropriate for this area.
MOTION:
It was moved and seconded (Demichelis/Eley) to approve UP-98-6. However, this motion failed by a 3-2
vote. No other motions were made. Therefore, UP-98-6 was denied.
PC MINUTES -14- PC: 8-13-98
