UP-98-6 OF RAMON GUERRERO (CIO SKW& <br /> ASSOCIATES)for a 900-square-toot private slaughterhouse to be used for slaughtering cattle <br /> for use in the owner's restaurants, in addition to the keeping and raising of 9 pot belly pigs, 7 <br /> pheasants, 35 doves, 9 cornish hens, 69 ducks, 87 chickens, and 23 ostriches. The project site <br /> is located on the east side of Elliott Road, one mile north of Liberty Road, north of Lockeford <br /> (Supervisorial District 4). <br /> Commissioner Tim Howard said he would abstain on this item. <br /> Kerry Sullivan, Senior Planner, introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> A. J. Sales (1347 S. EI Dorado, Stockton), was present to represent Ramon Guerrero, who could not be <br /> here tonight. His brother Miguel is here,but he does not speak English. He said most of the animals are <br /> for the family's enjoyment. The property is enclosed. They will not be slaughtering anyone else's cattle. <br /> The only animals to be slaughtered are their cattle for their own purposes. They will comply with any <br /> conditions the County requires. They do have burning permits for the property. They have 240 acres. <br /> Mr. Guerrero and his brothers have three restaurants and five taco trucks. His business employs about <br /> 70 people in the County. <br /> OPPONENTS: <br /> 5 <br /> Russ Dimberg (14990 Prouty Road, Gait) said he cannot make three of the findings. He said this area <br /> floods every year. Elliott Road is sometimes closed for a week at a time because of the flooding. The <br /> road into the property is gravel and the ground is clay and cannot support the weight of heavy trucks. <br /> This project is detrimental to the public health and safety. The entrails and excrement will be harmful to <br /> the ground water. This project is not compatible with adjoining land uses. There are several new homes <br /> in the area. A subdivision has been approved at Liberty Road and Elliott Road. <br /> Glen Whitcanack(27800 N. Elliott Road, Galt) said he represents several homeowners living next to the <br /> project site. He said this project will reduce property values. He has concerns about odor and flooding <br /> issues. The property floods every year. He said an access into this property washed away last year. <br /> They dump their waste into the back portion of their property. The leach lines they are proposing will <br /> flood and contaminate the ground water and the San Joaquin River. They have to share a driveway, but <br /> they cannot tum around their trucks on their own property. They have to use a neighbor's property to <br /> turn their hay trucks around. He thinks this operation will eventually be killing more than one cattle a <br /> day. <br /> Carole Hogge (28400 N. Elliott Road, Gait) said the pasture for the horses has only thistle and tarweed. <br /> The foal has had no medical attention. There are Shetland ponies out there. They are very aggressive <br /> to the other horses. They do not get fed on a regular basis. There is more than 195 head of cattle. It is <br /> more like 300 head of cattle. This area floods into a big lake. There are crippled animals out there also. <br /> Frank Hogge (28400 N. Elliott Road, Galt)said his house is 680 feet from the proposed slaughterhouse. <br /> He had to raise his property out of the flood zone. The applicants bum animals out there. They drag <br /> carcasses out into the back. This project does not sound like a personal use. This project will devalue <br /> the property in the area. As recently as a month ago, they were burning trash out there. There are foul <br /> odors. Goats and chickens are slaughtered out there also.
