i <br /> t Suggested Air Quality Dust Mitigation Measures <br /> k (for Construction Sites) <br /> f <br /> Pre-Construction - Emissions generated during the pre-construction process are of a concern to the <br /> District. The following dust control practices should be implemented: <br /> > All material excavated or graded should be sufficiently watered to prevent excessive amount <br /> of dust. Watering should occur at least twice a day with complete coverage, preferably in the <br /> Iate morning and after work is done for the day. <br /> > All clearing, grading, earth moving, or excavation activities should cease during periods of <br /> high winds greater than 20 mph average over one hour. <br /> All material transported off-site should be either sufficiently watered or securely covered to <br /> i prevent excessive amounts of dust. <br /> The area disturbed by clearing, earth moving, or excavation activities should be minimised at <br /> all times. <br /> The developer should mow, instead of disking, for weed control, thereby leaving the ground <br /> undisturbed and with a mulch covering. <br /> During Construction -After clearing, grading, earth moving, or excavation operations, during the <br /> construction phase, fugitive dust emissions should be controlled by the following methods: <br /> All inactive portions of the construction site should be seeded and watered until grass growth <br /> is evident. <br /> All active portions should be sufficiently watered to prevent excessive amounts of dust. <br /> General Fugitive Dust - At all times, fugitive dust emissions should be controlled using the <br /> following procedures: <br /> > On-site vehicle speed should be limited to 15 mph. <br /> > All areas with vehicle traffic should be watered periodically or have petroleum-based <br /> palliatives' applied for stabilization of dust emissions. <br /> Streets adjacent to the project site should be swept at least once per day to remove silt which <br /> may have accumulated from construction activities. <br /> > ' Build a paved "apron" into project from ajoining paved roadways. <br /> Ozone Precursors- At all tunes, ozone.precursor emissions should be controlled by the following <br /> methods: <br /> > All internal combustion engines driven equipment should be properly maintained and well <br /> tuned according to manufacturer's specifications. <br /> > During the smog season (May through October), the construction period should be lengthened <br /> so as to minimize the number of vehicles and.equipment operating at the same time. <br /> SnVAPCD 8126192 <br /> ' Use of petroleum-based palliatives shall meet the road oil requirements of the District's Rule <br /> 409.5- Cutback Asphalt Paving Materials. <br />
