Equipment or processes that cause or have a potential for air emissions or equipment <br /> that is used for controlling such air pollution may=need an Authority to Construct and <br /> Permit to Operate, according to the rules and regulations of the San Joaquin Valley <br /> Unified Air Pollution Control District <br /> b. The District's Dust Control Practices shall be implemented during all grading and <br /> construction on the site. <br /> 6. REGIONAL WATER QUALITY CONTROL BOARD: <br /> a. The facility shall comply with the Board's 'Conditions for Waiver of Waste Discharge <br /> Requirements at Retail Fertilizer Facilities.' <br /> In the event that chemicals are permitted to enter the retention pond, the following requirements <br /> shall be met: <br /> b. The bottom of the retention pond shall be at least five feet above the highest anticipated <br /> level of groundwater. <br /> C. The retention pond shall be luted to prevent pollutants from reaching groundwater. <br />
