The fee is due <br /> and payable prior to issuance of the building permit. (The fee currently is 5680.62 per 1,000 gross square <br /> foot of building designated as Retail Services. The fee shall be automatically increased on January I of each <br /> year through the year 2015 at the rate of 4.55 percent)(Development Title Section 9-818.4 and Resolutions <br /> R-91-327, R-94-185 and R-97-5) <br /> 9. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> 10. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has met the <br /> requirements of the Waste Plan Format for Development Projects. Final Site Plan is required upon submittal <br /> of verification. <br /> 11. Any new structures and/or substantial improvements shall be elevated a minimum of two (2) foot above the <br /> natural ground elevation. <br /> 12, Dischargers whose projects disturb 1 or more acres of soil or whose projects disturb less than 1 acre but are <br /> part of a larger common plan of development that in total disturbs 1 or more acres, are required to obtain <br /> coverage under the General Permit for Discharges of Storm Water Associated with Construction Activity <br /> (Construction General Permit, 99-08-DWQ). Construction activity subject to this permit includes clearing, <br /> grading and disturbances to the ground such as stockpiling, or excavation, but does not include regular <br /> maintenance activities performed to restore the original line, grade, or capacity of the facility. <br /> 13. The California Stormwater Quality Association (CASQA) Best Management Practices Guidelines for Retail <br /> Gasoline Outlets shall be used on this project. <br /> 14. Plantings, excluding trees, shall extend no more than three (3) feet above edge of pavement to preserve <br /> adequate stopping sight distance at the intersection of Escalon-Beliota Road and SR-4 and at the site <br /> driveways. <br /> 15.
