f <br /> f <br /> E <br /> Rural Service-Commercial Development and Locational Criteria Vol.1 IV-25 <br /> The General Plan Commercial Development Chapter contains the following Specific Development <br /> and Locational Criteria for rural service areas: <br /> 1. Rural Service Commercial areas shall only be permitted in rural communities; <br /> • The parcel is located in the unincorporated rural community of Farmington, it <br /> appears this project meets this criteria. <br /> 2. Rural Service Commercial shall be intended to serve the entire rural community and the <br /> surrounding agricultural area; <br /> + The proposed project location is surrounded by parcels to the west, east , <br /> north and south that are zoned R-R.(Rural Residential) and have a General <br /> Plan designation of R1R(Rural Residential). There are various commercial <br /> businesses within 300 feet of the proposed project location. Any proposed <br /> commercial project processed in the C-RS zone will be conditioned to be <br /> consistent with this requirement. <br /> 3. Rural Services-Commercial areas shall be developed so that buildings occupy no more <br /> than 60 percent of the lot and are no more than 2 stories in height. <br /> + The proposed project site is vacant at this time, any proposed project <br /> processed in the C-RS zone will be conditioned to be consistent with this <br /> requirement. <br /> 4. The Rural Service-Commercial area shall be easily accessible by pedestrians and <br /> bicycles; <br /> • The proposed project site is located in the unincorporated rural community <br /> of Farmington. Any proposed project will be conditioned to be consistent <br /> with this requirement. <br /> 5. Rural Service-Commercial areas shall be located on a Collector or higher classification <br /> roadway, <br /> • The proposed project site is located between two minor arterial roadways: <br /> Escalon-Bellota Road to the east, and State Route 4 Hwy to the south. <br /> This project appears to meet this criterion. <br /> i Basis for Zone Reclassification <br /> F <br /> Prior to approving an application for a Zone Reclassification, the Planning Commission and the <br /> Board of Supervisors must determine that all of the following are true: <br /> F <br /> 2 <br />
