LO CKE RANCH RECEIVED
V Ds ♦ o. Ds JAN 3 2006
$Ince 1850
Cor"ur:g'1
vaapMont Dept.
January 11,2006 BuildpeCtion Div.
San Joaquin County Community
Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton,CA 95205
Dear Sir or Madam
Thus communication refers to application number,PA-0500509(S[. g pA_I)500844(ZR),for property owner Donald Lucchesi,Inc.This
project,a major subdivision of 162 residential lots will put further strains on the community of Lockeford of which 1 am a life long
resident. My family and I live across the street in Lockeford Bluffs at 14011 Bluff Drive just off Sierra Drive.I am the President of Locke
Ranch,Inc.,a walnut farm in the floodplain of the Mokelumne River and in business for over 150 years.I have served for seven years as
Director on the Locke Ford Community Services District Board and am proud to be the great, great grandson of the founder,D.J.Locke.
Lockeford Oaks is going to break ground Spring 2006 an a subdivision of 307 lots which will increase our size by nearly a third. The
County Board of Supervisors mandated that all areas within the County should share in the growth. Lockeford Oaks will apparently
provide the infrastructure for 307 lots when the District only has capacity for 73.Purchasing property for treated wastewater disposal is at
least one year away,if at all, depending on what the State Water Control Board says.Lockeford Oaks will bring more students to an already
overcrowded school, more car trips to a highway that already needs to be bypassed, and more people in need of recreation where there are
no parks or green spaces. I would like to meet the developer who would help the community by granting property to the LCSD for
recreational purposes. So far no one has.
Lockeford Vistas would further exacerbate existing problems in our historical community. Lockeford Vistas will be sharing the existing
water well site that is now in Lockeford Bluffs. This could result in diminished water quality from the doubling of demand and help to
lower the level of the aquifer that is already overdraftcd. It is all about profit to these developers and nothing to sufficiently mitigate the
long term impact these major subdivisions have. How can we conceive of an even larger Lockeford Vistas project when we cannot yet
even accommodate Lockeford Oaks?I and my wife wish to see this application request denied.
Sincerely,
WWT.
Christopher J.Locke
President,Locke Ranch,Inc.
14011 111-UPP DRIVE • LOCKEFORD, CA • 95237
7 PHONE: 209-727-5727 • FAX: 209-727.5871
P.O.-ftr24—s Lockeford, California 95237 • (209) 727-5595
