From Start To Finish
"Site Planning, Project Design, Application Preparation, Submittal, & Monitoring."
I
September 14, 2006 j
RECE-.IVES)
Dean G. Gilman, Associate Civil Engineer P 1 5 2006
San Joaquin County Public Works 00mmdni" Deve[opmeM Dept:.
1810 E. Hazelton Avenue
Stockton, CA 95201
Subject: Lockeford Community Services District Will Serve Letter—Lockeford Vista.
Dear Mr. Gilman:
This letter pertains to the easterly 19 acres (APN 019-110-12) of the proposed Lockeford Vista
' development in the community of Lockeford. This particular portion of the overall development
(highlighted on the attached map) is not currently within the Loclkeford Community Services
District boundary.
As you know the San Joaquin County Community Development, and eventually the Local
Agency Formation Commission ' (LAFCO), is presently processing several entitlement
applications for the subject land area based on a determination by the Public Works
Department that a Will-Serve letter has been issued by the Lockeford Community Services
District for the 19-acre area. A few weeks ago, I noted to both Community Development and
to Public Works that in fact the District Board has not sanctioned such a will-serve letter.
It is my understanding that established entitlement application filing requirements stipulates
' that applicants for projects such as the proposed Lockeford Vista development are required to
submit a wiWserve letter or a conditional will-serve letter before processing of applications can
commence.
During the Lockeford Community Services District board meeting on September 14, it was
noted by the Board that the District has not issued and would need to issue a will-serve letter
to the Lockeford Vista development upon annexation to the diWcL
I respectfully request that this matter be reviewed for consistency.
Sin r
rely,
Benjamin J.
