Hazelton Avenue <br /> Stockton, CA 95201 <br /> Subject: Lockeford Community Services District Will Serve Letter—Lockeford Vista. <br /> Dear Mr. Gilman: <br /> This letter pertains to the easterly 19 acres (APN 019-110-12) of the proposed Lockeford Vista <br />' development in the community of Lockeford. This particular portion of the overall development <br /> (highlighted on the attached map) is not currently within the Loclkeford Community Services <br /> District boundary. <br /> As you know the San Joaquin County Community Development, and eventually the Local <br /> Agency Formation Commission ' (LAFCO), is presently processing several entitlement <br /> applications for the subject land area based on a determination by the Public Works <br /> Department that a Will-Serve letter has been issued by the Lockeford Community Services <br /> District for the 19-acre area. A few weeks ago, I noted to both Community Development and <br /> to Public Works that in fact the District Board has not sanctioned such a will-serve letter. <br /> It is my understanding that established entitlement application filing requirements stipulates <br />' that applicants for projects such as the proposed Lockeford Vista development are required to <br /> submit a wiWserve letter or a conditional will-serve letter before processing of applications can <br /> commence. <br /> During the Lockeford Community Services District board meeting on September 14, it was <br /> noted by the Board that the District has not issued and would need to issue a will-serve letter <br /> to the Lockeford Vista development upon annexation to the diWcL <br /> I respectfully request that this matter be reviewed for consistency. <br /> Sin r <br /> rely, <br /> Benjamin J.
