Community water and sewer services should be provided to "infill" land inside the <br /> LCSD before service is extended to property outside its current boundaries. <br /> Annexation of areas designated for industrial use outside the district boundaries <br /> should be encouraged. <br /> • Prior to submittal of the full application, the annexation of the eastern <br /> parcel (APN 019-110-12) to the LCSD must be completed. <br /> 6. The oak grove south of the Lockeford Elementary School shall be protected. <br /> • This project will not impact the oak grove. <br /> 7. Structures located on the bluff of the Mokelumne River shall be set back at least 50 <br /> feet from the edge of the bluff. <br /> • The proposed subdivision is located south of State Route 88, and is not <br /> located near the bluff. <br /> 8. A community fire station should be constructed. <br /> + The project has been referred to the Mokelumne Fire District for comments <br /> regarding the project. <br /> Road Naming Procedures <br /> If the project is submitted for a full application, the applicant will submit with the tentative <br /> map the proposed names for the new roads. The proposed road names will be reviewed <br /> to ensure that they are consistent with the Community Development Department's road <br /> name standards. If a road name is not consistent with the standards, alternative <br /> name(s) shall be submitted to the department. (Development Title Section 9-1150.18[a]) <br /> Oak Trees on Property <br /> Along the northern boundary of the site are several oak trees, including two delineated <br /> on the site plan as having 36-inch trunks. Development Title section 9-110.4 defines the <br /> various classifications of oak trees as follows: <br /> • "Heritage oak tree" means a native oak tree that has a single trunk diameter of <br /> thirty-two (32) inches or greater measured at four and one-half (4 %2) feet above <br /> the average ground elevation of the tree. <br /> • "Historical tree" means any tree or group of trees given special recognition <br /> because of the size, age, location, or history. Designation of historical trees shall <br /> be made by the Planning Commission following a public hearing. <br /> • "Native oak tree" means a valley oak (Quercus lobata) with a trunk diameter of <br /> six (6) inches to less than thirty-two (32) inches for a single trunk tree, or a <br /> combined trunk diameter of eight (8) inches or greater for a multi-trunk tree, <br /> measured four and on-half (4 Y2) feet above the average elevation of the tree; or <br /> an interior live oak (Quercus wislizenii), California live oak (Quercus agrifolia), or <br /> blue oak (Quercus douglasii) with a trunk diameter of four (4) inches to less than <br /> thirty-two (32) inches for a single trunk tree, or a combined trunk diameter of six <br /> 3 <br />
