Recommendations , <br /> Action <br /> It is recommended that the Planning Com.m.ission: <br /> 1. Approve.the Negative Declaration, <br /> 2. Forward Zone Reclassification,No. PA-0500844 to:the Board ofZ-Supervisors.,with.a <br /> recommendation for approval based on the ability to make the required "Bases for.Zone <br /> Reclassification"; and <br /> 3. Forward Major Subdivision No. PA-0500509 to the "Board of Supervisors with a <br /> recommendation of approval with the Findings and Conditions of`Approval contained in <br /> the staff report. <br /> Bases for Zone Reclassification <br /> 1. The proposed zone districts are consistent with the General Plan, any applicable Master <br /> Plan, and any applicable Specific Plan. <br /> • This determination can be made because the proposed R-L zone is a <br /> consistent implementing zone for the RIL General Plan designation. <br /> Additionally,will-serve letters have been submitted for public sewer and water <br /> services. Public drainage services will also be provided through County <br /> Service Area 45. No Master Plan or Specific Plan applies to the project site. <br /> 2. The proposed zone district is reasonable and beneficial at this time. <br /> • This determination can be made because the applicant provided "will serve" <br /> letters for the required public services (water supply and sewer). The <br /> Department of Public Works has stated public drainage will. be provided <br /> through County Service Area 45. The AU-20 zone is intended to retain in <br /> agriculture those areas planned for future urban development in order to <br /> facilitate compact, orderly urban development and to assure the proper timing <br /> and economical provision of services and utilities. Services for utilities are <br /> available to the project site and the applicant has submitted a Major <br /> Subdivision application. Because of this, the proposed Zone Reclassification <br /> from AU-20 to R-L is reasonable and beneficial at this time. <br /> Findings for Major Subdivision <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, <br /> Specific Plan, and Special Purpose Plan and any other applicable plan adopted by the <br /> County. <br /> • This finding can be made because the RIL (Low Density Residential) General <br /> Plan designation and R-L (Low Density Residential) zone permit the <br /> subdivision as proposed. The project complies with the General Plan <br /> density requirements for the R-L zone (2-6 dwelling units/gross acre). The <br /> project also complies with Volume 11,Section VI of the General Plan,which <br /> states the minimum lot size in the Residential-Low Density designation in <br /> Lockeford shall be 8,000 square feet.
