COMMENTS ON DEVELOPMENTS UP-94-2 RECOMMENDATIONS: I. Improvements, restrictions, and permits shall be as required by Caltrans for State Highway 88. (Development Title Section 9-860. 4) 2 . The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable at the time of building permit application. (The fee currently is $1, 638 . 04 per 1, 000 gross square foot of building as "Service Commercial" or $234 .92 per daily trip-end generated in the Lockeford area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. ) (Resolution R-90--304 , R-91-1025) 3 . A traffic study shall be conducted to determine the impacts and mitigation measures at entrance on State Highway 88. Required mitigations shall be provided by the developer at his cost. (The developer has deposited funds with the County for costs, as estimated by the Public Works Department Public Facilities Division, to contract for the required study. ) (Development Title Section 9-1150. 4) 4 . Additional access easements along both sides of Bear Creek if required, shall be dedicated to the Sacramento/San Joaquin Drainage District for maintenance purposes. (Development Title Section 9-9--1135. 2m) 5 . A hydrologic and hydraulic analysis to demonstrate that all property, both downstream and upstream of the discharge, will not be subject to a higher flood level as a result of the proposed drainage, shall be required. (Interim Flood Hazard Reduction Policy) 6 . No fill shall be placed in the 100-Year Flood Plain. Permit from State Reclamation Board will be required for any work within the Bear Creek right-of-way.
