The <br />Application Number is UP -01-08. The document briefly describes plans to construct a wine <br />manufacturing facility. <br />Disposal of domestic and industrial wastewater is not adequately described in the Application Referral. <br />Manufacturing wine generates industrial wastewater that can generate offensive odors and impact the <br />quality of groundwater. If wastewater is generated and treated, stored, or disposed on site, Waste <br />Discharge Requirements (WDRs) are required. The property owner shall submit a Report of Waste <br />Discharge (RWD) at Ieast 120 days prior to discharging wastewater at the site. Submittal of the RIis <br />required by California Water Code Section 13260. If groundwater dewatering is required, the <br />owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System <br />(NPDES) permit at ldast 120 days prior to -initiating de;vatering activities. <br />Depending on the Standard Industrial CIassification (SIC) code of the final project, compliance with the <br />National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br />Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br />activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br />Permit, the proponent must submit a Notice of Intent to comply with the permit (NOD to the State Water <br />Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. <br />iated <br />Because construction assocwith the project will disturb more than five acres or is part of a larger <br />common plan of development that encompasses five or more acres, the property owner needs to obtain <br />permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit <br />No. CAS000002 for Discharges of Storm Water Associated With Construction Activity.
