MAJOR SUBDIVISION PRE-APPLICATION NO. PA-0300569 OF <br /> EDUCATORS LAND DEVELOPMENT CORP. (CIO CLEMENTS <br /> OAKRIDGE ESTATES, LLC) <br /> The applicant has submitted the above referenced Major Subdivision pre-application to <br /> subdivide 21.19 acres into fifteen (15) residential lots containing one (1) + acres each <br /> and a 3,000 square foot well site. <br /> The project site is located an the north side of State Route 88, surrounding Athearn <br /> Street, B Street, and Anderson Street in Clements. <br /> The property has a General Plan designation of RIR (Rural Residential) and is zoned <br /> R-R (Rural Residential). <br /> The Community Development Department has reviewed the pre-application for <br /> PA-03-569- 69 and offers the following comments: <br /> Background <br /> Major Subdivision application #SU-90-21 was approved on February 21, 1991 and has <br /> since expired. The following issues and mitigation measures were addressed in this <br /> application: <br /> • Noise: An acoustical study was required, but never completed. <br /> • Oak Trees: The native oak trees on the site were to be protected through <br /> mitigation measures. <br /> • Valley Elderberry Longhorn Beetle: A mitigation monitoring program was <br /> prepared. <br /> These issues remain and are relevant to the new proposed subdivision. Since the <br /> previous subdivision was approved in 1991, background ctpnditions may have changed <br /> (i.e. increased traffic on State Route 12188).
