adopted a new Development Title (July, 1992) and the San Joaquin County Multi- <br /> Species Habitat Conservation Plan. <br /> A pre-application for a Major Subdivision, PA-0300265, was filed on June 3, 2003. A full <br /> application was not subsequently filed. <br /> When the full application is submitted, an Initial Study will be prepared that will address <br /> any environmental issues. Mitigation measures will be identified, if any, based upon <br /> present conditions and regulations. It may, also, be necessary for the applicant to <br /> provide updates on any baseline studies already prepared because any studies done for <br /> the previous subdivision may be out of date. <br /> Water System <br /> Development Title Section 9-1120.4(b) states that rural subdivisions with parcels less <br /> than two (2) acres shall be served by a public water system. The Department of Public <br /> Works has confirmed that water service is available through CSA 43. <br /> Storm Drainage <br /> Development Title Section 9-1135.4(a) states that rural subdivisions with any parcels <br /> less than two (2) acres in size shall be served by public drainage facilities which <br /> discharge into a terminal drain, except that a public agency retention basin may be <br /> allowed if there are no terminal drainage facilities within one thousand (1000) feet, and <br /> the site conditions of soil permeability and groundwater level allow a retention basin <br /> design to meet San Joaquin County Improvement Standards. The Department of Public <br /> Works has confirmed that terminal drainage is not available, and thus, the proposed <br /> public agency retention basin will be allowed. <br /> Wastewater <br /> Development Title Section 9-1105.2(d)(6) states that in areas zoned Rural Residential, <br /> where parcels are one (1) acre or more in size, septic systems will be considered if the <br /> parcels are served by a public water system and public storm drainage system. The <br /> Department of Public Works has confirmed that a public wastewater disposal system is <br /> not available in the area. <br /> Access <br /> Development Title Section 9-1150.15(c&d) states that a maximum of six (6) existing <br /> and/or potential lots may be served by a private right-of-way, or the private right-of-way <br /> shall be constructed and maintained to the standards required by Section 10.207 of the <br /> Uniform Fire Code and improved to San Joaquin County Improvement Standards for <br /> public roads. The current application proposes access for eleven (11) residential lots <br /> from the private right-of-way. <br /> Noise <br /> Development Title Section 9-1025.9 lists the Residential use type as a noise sensitive <br /> land use. Development Title Section 9-1025.9(d) states that the Review Authority shall <br /> require the preparation of an acoustical study in instances where it has'been determined <br /> that a project may expose existing or proposed noise sensitive land uses to noise levels <br /> exceeding the noise standards specified in Table 9-1025.9.
