Please note that your earlier submittals need to be updated to reflect the <br /> actual number of people working at the facility(according to the 12 August 2003 article in the Lodi <br /> News-Sentinel,up to 60 people year hound), amount of wastewater generated(per your 17 July 2003 <br /> sample collection description, five kettles of chocolate were manufactured in one day), and the character <br /> of the wastewater. Staff is unable to begin the process of preparing Waste Discharge Requirements <br /> (WDRs) without this information. Please submit the complete RWD as soon as possible to prevent <br /> further delays in processing your application. It should be noted that the Regional Board first requested <br /> an RWD for this project on 21 October 2002. <br /> You should also note that you may not discharge industrial wastewater at the new facility until the <br /> Regional Board has adopted site specific WDRs or you have been granted a waiver of WDRs. If you <br /> continue to delay the submittal of the RWD for the site-specific WDRs, then the Regional Board may <br /> not be able to consider adoption of WDRs until`after you wish'to begirt operations at the new facility. <br /> The Regional Board holds meetings approximately every six weeks; if your complete RWD is submitted <br /> by 19 September 2003, then staff will do our best to prepare WDRs for the Board to consider at its 415 <br /> December 2003 meeting. However, if the RWD is received after 19 September, then your tentative <br /> WDRS will not be considered until the next Regional Board meeting, which will be mid-to late-January <br /> 2004. <br /> As discussed during the inspection, the Regional Board offers another regulatory option for your case, <br /> You may wish to apply for coverage, either long-term or temporarily, under Resolution No. R5-2003- <br /> 0106, the Conditional Waiver of Waste Discharge Requirements for Small Food Processors, Including <br /> Wineries. This waiver would apply to your facility if you tanked the wastewater and hauled it offsite for <br /> disposal at an authorized wastewater treatment facility. Because the Regional Board already adopted <br /> this resolution, coverage is usually granted by the Executive Officer within two weeks of receipt of a <br /> 1 complete RWD. The Resolution may be downloaded from the Regional Board's web site at <br /> http://www.swreb.ca.gov/rwqcb5/adopted—orders/Waivers.
