{ <br /> FROM, FAX NO. :2099315186 06 2003 e4:48PM P2 <br /> a. In Point#3 Mr. Huggins requires a Flowmeter on the outflow of our septic <br /> system pumps. We request that this meter be omitted. We will have two <br /> water services to our property. The existing water supply will supply the <br /> existing building and irrigation system. The new water main will supply <br /> only the new manufacturing building. We will already be supplying a <br /> water meter for water into the building. The flow of water into the septic <br /> system will be easily calculated by subtracting the water used in our <br /> product as an Ingredient (from our production records)from the County <br /> water meeting readings. We have concerns about the additional expense <br /> of the meter and of its reliability In such an application. <br /> f <br /> b. In point#4 Mr. Huggins states we will be on a yearly septic permit instead <br /> of a one-time fee. <br /> I. Can you please explain in detail how future changes in legislative <br /> or local oversight can impact a business on a yearly permit as <br /> opposed to a business on a one-time permit? <br /> R. What is the regulatory basis for categorizing this system as a <br /> yearly permit? <br /> iii. What options are there to avoid the yearly permit fee? <br /> a. In point#5 and #6 Mr. Huggins makes reference to quarterly testing to be <br /> done at my expense for nine different parameters. I have great concern <br /> regarding these requirements without completly understanding their <br /> it significance. <br /> i. What are the limits/acceptable ranges of these parameters? <br /> ii. Can these limitsfacceptable ranges change In the future? <br /> iii. If the limits/acceptable ranges change will I be required to comply <br /> with these future unknown limits? <br /> iv. Is the quarterly testing to be performed in perpetuity? Please <br /> note that in addition to the proposed yearly fee of$450, the current <br /> cost of the lab analyses requested is $328, This will amount to a <br /> yearly fee just to operate the septic system of$1,762. <br /> I appreciate your assistance on this very important project.
