Later after <br /> conversations with your staff(Mr. Huggins)the board has approached my project <br /> with increased Interest and vigor. I was even asked by a Board staff member, <br /> "What are you planning on doing that has the EHD so concerned with your <br /> project?" <br /> Not only has your department not assisted me in working with the regional board <br /> I have now learned from other people that San Joaquin County EHD is no longer <br /> the lead agency and that questions regarding our facility must be taken up with <br /> the Regional Board. <br /> a. Can"You please explain why your department has taken this hands-off <br /> approach to my project? <br /> b. Can you please explain what, if any, support I can expect from San <br /> Joaquin County EHD? <br /> c. As you are aware the Regional Board has never responded to any my <br /> specific requests for clarification of our waste system design. How <br /> therefore am i to build and operate our facility if the Regional Board does <br /> not address our questions and San Joaquin County EHD is no longer <br /> involved? <br /> d. Can you provide any assistance or guidance in dealing with the regional <br /> board? I am having a difficult time complying with their requests for <br /> "additional information". Building permits were Issued, and construction of <br /> our project has begun based on a letter addressed to Mr. Huggins dated <br /> 05 May 2002 (NOTE; the actual date was of letter Is 05 May 2003)which <br /> is attached, please note the "blank check clause" in the 2" paragraph <br /> which states, <br /> "As discussed, we agree that the County can move forward with its <br /> permitting process, contingent upon the fact that the applicant(Mr. <br /> Schenone, Jr.) respond to any Regional Board requests for <br /> additional Information In a timely manner and that he comply with <br /> any WDRs issued by the Regional Board. <br /> e. Can you please provide details of the above mentioned conversation <br /> between Mike Huggins and Wendy Wyles? <br /> 2. Can you please tell me what individuals in your department, and their roles, will } <br /> be involved and/or Influence decisions that affect the construction and operation <br /> of my facility? <br /> 3. With regards to Mr. Mike Huggins R.E.H_S, R.D.I letter dated April 30, 2003 <br /> (Attached). <br />
