Chesney Consulting completed his report dated December 31, 2002 and submitted the 65-page report to your office on January 22, 2003 along with the $445 required review fee. Don Chesney worked very closely with you during the preparation of his I report to insure that his design and analysis would meet your requirements. This is demonstrated by the inclusion In his report of numerous examples of where he has specified a feature or function "per EHD recommendations". In addition to the coordination by Chesney Consulting I have also discussed our project with you and Ray Borges many times throughout the approximately last two years in an attempt to understand and comply with your requirements. In addition to the conventional testing normally done for this type of project Chesney Consulting also performed additional testing to support his analysis including a double ring infiltrometer test. We have received no response from your office regarding this report. B.
