Private rights-of-way are <br /> not designed to meet the traffic and service requirements (e.g., police, fire, ambulance) of large-scale <br /> development They are, in this respect, substandard streets. Their purpose is to provide an economical, <br /> safe, and reliable means of access to a relatively few number of rural parcels, existing or future. <br /> The Development Services Division could recommend approval of this project if it included an access road <br /> built to public road standards, beginning at State Route 88 and ending at the northern end of the owner's <br /> property (APN 021-180-39). Although an irrevocable offer of dedication would be required, the County <br /> would not be obligated to accept the offer of dedication. Therefore, the road could be built to public <br /> standards and still remain private. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on March 22, 1991, and no significant environmental impacts <br /> were identified. On the basis of that review, a Negative Declaration was prepared. In addition, a <br /> Certificate of Fee Exemption with a'De Minimis Impact Finding' has been prepared which states that the <br /> project will not have an adverse effect on wildlife resources. <br /> -9- <br />
