Item No. <br /> PC: 4-15-93 <br /> SA-93-4 <br /> Page 4 - <br /> During the apple season from August through October, the applicant estimates 850 incoming <br /> farmers'bucks, which averages 14 trucks per day. The applicant estimates that the increase in <br /> the number of employees would be 20 to 30, so the approximate number in the increase of <br /> vehicles would be 10 to 15. The applicant estimates that from the beginning of the season in <br /> August thresh March, there would be 1080 refrigerated trucks that would remove the packed <br /> fruit from the site. This would average about six or seven trips per day. <br /> A traffic study, completed by Omni-Means in March 1993; noted that the increase in the cold <br /> storage facilities will eliminate the need for off-site storage. Consequently,the number of shuttle <br /> truck trips to move the fruit back and forth from existing storage facilities located in Stockton and <br /> Lodi will be eliminated. <br /> The traffic study included an evaluation of the accident history for Fairchild Lane and the <br /> relatiorship between the proposed packing facility operations and the potential for increased <br /> vehicular conflicts.at the subject curve. Based on the number of reported accidents and the <br /> existing traffic volumes being carried by Fairchild Lane, the accident rates are below statewide <br /> averages for expected accidents on similar facilities. The study noted that the increased traffic <br /> volume on Fairchild Lane at the curve would be approximately 32 vehicles in the PM peak hour <br /> and 321 vehicle movements on a daily basis for only the period when cherries are being <br /> processed There is no expected increase in large truck traffic on Fairchild Lane as a result of <br /> the proposed project,since all large trucks are dispatched via Jack Tone Road. Any truck traffic <br /> along Fairchild Lane is a resutt of truck hauling fruits from orchards in the Fairchild Lane area. <br /> The traffic study reviewed the intersections of Baker Lane/Jack Tone Road, Fairchild Lane/Jack <br /> Tone Road,State Route 26/Jack Tone Road, Fairchild Lane/Alpine Road,and Fairchild Lane/State <br /> Route 88. Good operating conditions are experienced at all intersections during the PM peak <br /> hour demand period, and none of the Intersections meet peak hour warrants for signaiization. <br /> Based on existing traffic volumes, all study roadways are operating at acceptable service levels. <br /> Under existing plus project conditions, all of the intersections are expected to operate <br /> satisfactorily. <br /> The proposed project was evaluated within the context of cumulative.conditions to provide a <br /> condition for impacts associated with the site. Under the cumulative conditions prior to the <br /> addition of the project, the fallowing three intersections would operate acceptably: Jack Tone <br /> Road/Baker Road, Jack Tone Road/Fairchild Lane, and Fairchild Lane/Alpine Road. The <br /> Intersections of Jack Tone Road/State Rout 26 and Fairchild Lane/State Route 88 would meet <br /> peak hour volume warrants for signalization. The addition of project traffic to the cumulative <br /> conditions would have only a minimal effect on intersection operations. <br /> The study recommends street widenings to accommodate additional travel lanes and expanded <br /> intersection channelizaflon as the primary physical improvements that are prescribed to reduce <br /> the impacts to a less-than-significant levet. The traffic study includes the recommendation that <br /> the primary access point.(900 feet north of Fairchild Lane) should include a northbound left-tum <br /> lane. The center left4um lane should eodend north to the minor driveway (1,300 feet north of <br /> Fairchild Laine). <br />
