By adding two cold storage buildings,time will <br /> be less tredllo and thus, Jack Tone Road will be seder.' <br /> RESPONSE: <br /> The Department of Public Works contracted with Omni-Means for a traffic study to include a determination <br /> of the existing peak hour traffic conditions in the vicinity of the project, estimation of the traffic that the <br /> project is expected to generate, the distribution of project tredfic to the existing street system and an <br /> assessment of the impact of project tredfic on intersections In the area. The traffic study recommended <br /> a nortit xmW left-turn lane beginning 350 feet north of Fairchild Lane and extending to the main access. <br /> The DeparlmeM of Public Works made this a Condition of Approval and added that the left-turn lame <br /> should extend 400 feet to the north of the main driveway. The traffic study also recommended that a <br /> southbound rpt-tum deceleration lane be provided at the main driveway. The Department of Public <br /> Works made this a Condltlon of Approval and added the requirement of an acceleration lane for the main <br /> driveway and for the exit driveway at the southern potion of the site. <br /> Todd Greenwood, an Engineer with Omnl-Means, was present at the hearing but the questions <br /> ooncerning traffic were not addressed to him. <br /> The traffic study did report that with controliedatmosphere storage on-site at the existing packing shed, <br /> the number of annual large truck trip ends will be reduced by 2,210. <br /> Testimony from two of the opponents questioned the accuracy and the validity of the traffic study. <br /> 3. APPEAL STATEMENT: <br /> 'The Planning Commission listened to people who live along Fairchild Lane and assumed that the <br /> applicarit's bucks will use Fairchild Lane,when by the admissions of these people,the applicant's bucks <br /> do not use Fairchild Lore.' <br /> RESPONSE' <br /> Comm. Morn said that the Commission should consider the public's safety and welfare; and, he felt that <br /> additional truck traffic on Fairchild Lane would create problems. The testimony of several of the property <br /> owners on Fairchild Lane voiced their concern about the traffic on Fairchild Lane. The Final Traffic Study <br /> completed by Omni-Means in March 1993, noted that there Is no expected increase In large truck traffic <br /> on Fa&chiki mane as a result of the proposed project,since all large trucks are dispatched via Jack Tone <br /> Road <br /> 4. APPEAL STATEMENT: <br /> q'hall there has already been one packing shed on this property since 1977,and its use Is compatible with <br /> the zoning. The planning C.osian attempted to set rules as to how small or how large a farm or <br /> apple shed should be.
