PC: 4-15-93 <br /> SA-93-4 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On January 8, 1976, the Board of Zoning Aclustment approved Use Permit Applioation No. U-7647 for <br /> a packing ftcMtyon the soug site. On April 15, 1976,the Planning Commission approved Parcel Map <br /> Application PM-76-139 to wide the 37-arks subject parcel Into a 32-acre parcel and a 5-acre parcel for <br /> the purpose of financing the approved packing shed on the 5-acre parcel. Subsequently, Use Permit <br /> Application No.U-7637 expired,and Mr.Foppleno submitted a new application for a commercial packing <br /> facility. On April 20, 1977, the Plug.Department approved Use Permit Application U-77-97, subject <br /> to corrditiorrs of approval, for a comm packing facility. <br /> On August 13, 1W, Lot Llne Adjustment Application LA-92-68 was approved, and the Notice of Lot Une <br /> Adjustment was recorded on March 4, 1993. This application adjusted the property line of the 5-acre <br /> parcel that contains the Siena Hills packing shed to a 25-acre parcel.,The contkAx*s parcel was reduced <br /> from 32 aloes to 12 acres. <br /> On January 25, 1993, the applicant submitted an application for the addition of cold storage to the <br /> existing facility. The exlsting.packing shed and the proposed expansion are located on a 25-acre site that <br /> Is adjacent to the southern boundary of the pending Site Approval Application No. SA-93-3 for a cherry <br /> packing shed and call storage. <br /> This appkation, which Is nonTolty processed as Staff Review with Notification, has been referred to the <br /> Planting Conwr issfon bei of n hbothood concern over the issues of land tm compatibility,traffic, <br /> noise, drainage, and water use. <br /> POLICY CONSIDEMNS: <br /> General Platt and Zonfnng_ . <br /> The site is designated as General Agriculture on the General Plan. The zone is AG-40.,which is <br /> consistent with this General Plan designation. With an approved Site Approval, cold storage is <br /> permitted under the category of Preparation Services within;he Agricultural Processing use type <br /> In the AG-40 zone. This property Is under Williamson Act Contract,and this use type is permitted <br /> on properly under contract. <br /> B <br /> The concerns of the neighboring property owners are land use compatibility, traffic, noise, drainage,and <br /> water use. <br /> Land Use: <br /> To the north is an apple orchard with.a residence that is about 700 feet north of the subject <br /> parcel property lime. To the east Is a walnut orchard with two residences about 300 feet from the <br /> subject parcel. To the south is bare ground, and to the west is an orchard. The residence to the <br /> -13- <br />
