Good operating cons are experienced at alf intersections during the PM peak <br /> hour demand period, and none of the Intersections meet peals hour warrants for signalization. <br /> Basad on existing traffic volumes, al study roadways are operating at acceptable service levels. <br /> Under existing plus project conditions, all of the intersections are expected to operate <br /> 8811slacto1Y• <br /> The proposed project was evaluated within the context of cumulative conditions to provide a <br /> condition for Impacts associated with the site. Under the cumulative conditions prior to the <br /> addition of the project. the following three intersections would operate acceptably: Jack Tone <br /> Road/Baker Road, Jack Tone Road/Fairchild Lane, and Fairchild lane/Alpine Road. The <br /> intersections,of Jack Tone Ro"Stafe Rout 26 and Fairchild Lane/State Route 88 would meet <br /> peak hour volume warrants for bion. Department of Public <br /> Works Condition of Approval 2(a)requires the payment of the Traffic impact Mitigation Fee for this <br /> derrefoprxterrt. <br /> This fee is to be appfkid to the cost of installation of new sigrialization in the <br /> County,mid thus mitigate ark kr+pact. <br /> The traffic study Incfudes the than the.primary access point (900 feet north of <br /> Fairchild Lane)should Include a northbound left tum lane. The center left-tum lane should extend <br /> Opp feet north of the primary access driveway (1,300 feet north of Fairchild Lane). Department <br /> of Public Works Condition of Approval 2(d) requires the recommended left-tum lane. Also, <br /> Department of Public Works Condition of Approval 2(e) requires acceleration and deceleration <br /> lanes from the primary driveway and an aoceieration lane from the southernmost driveway. <br /> Noise. <br /> There will be noise from forklifts,refrigerated mucks, automobiles,and the public address system. <br /> The design of the new cold moorage area has entrance and exit doors that will decrease the need <br /> for backing-up by the forklift trucks,which will decrease the amount of beeping noise as a result <br /> of the Wnked backing-up. Inside the cold storage facilities,.the beeping. noise from the forklift <br /> trucks wril be muted by the walls of the building. The unloading area for.the packed fruit storage <br /> Is kxated In the middle of the site, and noise from the trucks will be buffered by the structures <br /> on the-site. The nearest residences to the controlled atmosphere,storage loading area are <br /> approncirnately'901iM`tam to the west and 1000 feet to the north,with orchards separating the site <br /> and the residences. <br /> Dr�nakae: <br /> Storm drainage shalt be retained on the site In a common:drainage pond to be shared with the <br /> proposed cherry packing.shed. Development Services Condition of Approval 1(c) requires proof <br /> of a recorded eminent for this shared facility.
