neral Plan Infrastructure Service Requirements <br /> In order to rezone a property from R-R to R-VL the property must have full services (wastewater <br /> treatment, water supply and storm water drainage), as required by the General Plan and <br /> Development Title. General Plan Vol. I Growth Accommodation Implementation 4. (b) and 14 <br /> (a)(2) on pg. IV-11 and 14 states reclassifications require that adequate services can be.made <br /> available for the development permitted in the zone. It is assumed the development that will <br /> occur as a result of the proposed General Plan Amendment and Zone Reclassification is a <br /> subdivision. The General Plan requires that proposed subdivisions in urban communities be <br /> served by a public wastewater treatment system, public water supply and public drainage <br /> system (General Plan Voi.l pp.IV 61, 63 and 67. The Development Title also requires that <br /> subdivisions in urban communities be served by public wastewater disposal, water system and <br /> drainage (Development Title Section 9-1105.3, 9-1120.3, and 9-1135.3). <br /> Wastewater Treatment <br /> j According to the San Joaquin County Department of Public Works the project site is within the <br /> boundaries of County Service Area 44 (CSA 44). This project appears to be consistent with the <br /> policies of the General Plan. <br /> Water Supply <br /> The Department of Public Works has indicated that the proposed site is within the boundaries <br /> of CSA 44. The General Plan and Zone Reclassification appear to be consistent with the <br /> requirements of the General Plan and Development Title. <br /> Storm Water Drainage <br /> The Department of Public Works has indicated that the proposed site is within the boundaries <br />' of CSA 44 for storm water.drainage.
