PA-02-577 AND ZONE RECLASSIFICATION NO. PA-02-576 OF <br /> CASTELLO ESTATES <br /> (FIFTH SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; <br /> 2_ Adopt a Motion of Intent to approve General Plan Map Amendment No. PA <br /> 0200577 based on the ability to make the required "Basis for General Plan Map <br /> Amendment"(Attachment"A"); and <br /> 3. Adopt a Motion of Intent to approve Zone Reclassification Application No. PA <br /> 0200576 based on the ability to make the required Bases for Zone <br /> Reclassification (Attachment"X), <br /> BACKGROUND: <br /> This is a General Pian Map Amendment and Zone Reclassification to change the General Plan <br /> and Zoning designation of three parcels totaling three-acres 'from Rural Residential to <br /> e is located on the south side of Fairoaks Road <br /> Residential-Very Low Density. The project, sit <br /> approximately 187 feet east of MacArthur Drive, in the Urban Community of Tracy. The proposed <br /> General Plan Map Amendment and Zone Reclassification are consistent with the locational <br /> criteria and infrastructure requirements of the General Plan. <br /> The Community Development Department determined that a General Plan Map Amendment and <br /> Zone Reclassification could be submitted and 'processed for the three parcels despite being <br /> surrounded by other properties with a Rural Residential designation. This determination was made <br /> because the majority of the adjacent parcels are smaller than the three parcels. Additionally, the <br /> other parcels are already developed with residential uses whereas the parcels under consideration <br /> are vacant. The parcels under consideration and the other parcels in the area are also owned by <br /> ned by Castello Estates while the other parcels in <br /> different owners.
