L `. <br /> 1. <br /> Mr.Steven Malcoun <br /> December 9,2003 <br /> V Page 2 <br /> 1.1 Site Description <br /> L <br /> The San Joaquin County Assessor Parcel Number for the Site is 086-470-15. The San Joaquin <br /> County Site Approval application number is PA-03-00493. As mentioned previously,the address <br /> of the property is 7953 Foppiano Lane, Stockton, California. A Site plan was created by <br /> Quartaroli &Associates Inc., of Manteca, and was provided to our office by Steven Malcoun. <br /> The project will involve creating a "financial'parcel consisting of a new 3.47 acre parcel and a <br /> 35.41 acre designated remainder parcel (Plate 1). <br /> 1.2 Zoning Information <br /> According to San Joaquin Community Development Department,the Site is General Agriculture <br /> (AG) Zone is established to preserve agricultural lands for the continuation of commercial <br /> agricultural enterprises. This zone is intended to implement the General Agriculture land use <br /> category of the General Plan. <br /> r <br /> 1.3 Proposed Development <br /> r Mr. Malcoun proposes to create a 3.47 acre residential parcel with a 35.41 designated remainder <br /> parcel. We understand from Mr. Malcoun that he plans to construct a four bedroom house. <br /> Though there are no plans to develop the designated remainder, the designated remainder parcel <br /> r could contain another residence should the lender foreclose on the house per San Joaquin County <br /> ordnance. Each of the two parcels could also contain a legal second dwelling unit of two <br /> bedrooms. <br /> r <br /> 2.0 PRESENT AND PAST USES OF THE SITE AND VICINITY <br /> �- 2.1 Site Use <br /> The Site is presently walnut orchard. The site contains one agricultural water well. <br /> r <br /> A Surface Subsurface Contamination Report(SSCR)was prepared our office for the subject Site. <br /> The report was dated July 28,2003 and the project number for the report is LE03-274. The <br /> r SSS/CR indicated the past uses of the site were agricultural including vineyard back tol937.
