Please read this letter carefully. <br /> On 28 February 2013, Golden Gate Nut Company/California Nuggets, Inc. submitted a Report of <br /> Waste Discharge (RWD) Addendum for its San Joaquin County food processing facility pursuant to <br /> Cleanup and Abatement Order (CAO) R5-2007-0715. Based on review of your submittal, we have <br /> determined that the RWD Addendum is incomplete, as discussed below. <br /> Background <br /> The California Nuggets food processing facility is in operation and has been discharging <br /> wastewater to land without Waste Discharge Requirements (WDRs) for several years. Cleanup <br /> and Abatement Order (CAO) R5-2007-0715 was issued by the Executive Officer of the Central <br /> Valley Water Board on 14 June 2007 because the July 2005 RWD submitted by California <br /> Nuggets, Inc. did not contain enough information to develop WDRs. Among other things, the CAO <br /> required flow monitoring, submittal of an interim cropping plan by August 2007, submittal of <br /> additional waste characterization information by September 2008, and submittal of a RWD <br /> Addendum by December 2008. The cropping plan, wastewater characterization report and RWD <br /> Addendum were not submitted until after Central Valley Water Board staff issued a Notice of <br /> Violation in August 2012. <br /> RWD Overview and Issues <br /> The RWD Addendum includes most of the information needed to develop WDRs including <br /> characterization of the waste, a description of current discharge practices, and a description of <br /> potential future improvements to better protect groundwater quality.
