10:00 a.m. 2. GENERAL PLAN AMENDMENT APPLICATION NO. PA-0200371 <br /> LM AND REZONE APPLICATION NO. PA-0200372 OF SERGIO <br /> ZILLI (C/O LINNE ESTATES). A General Plan Amendment <br /> application to change 20.16 acres from Rural Residential (R/R) to Very <br /> Low Density Residential (R/VL). And a Zone Reclassification application <br /> to change 20.16 acres from Rural Residential (R/R) to Very Low Density <br /> Residential (R-VL). Located on the west side of Chrisman Road, 1000 <br /> feet north of Linne Road, Tracy (APN: 248-080-09; Address: 28201 S. <br /> Chrisman Road, Tracy). <br /> Leanne Mueller, Associate Planner; Roger Elissagaray and Dave Olmstead, Linne Estates, LLC <br /> were present for this item. <br /> Ms. Mueller introduced the project. Ms. Mueller asked if Mr. Olmstead if he had any questions <br /> regarding the planning requirements of the Community Development Department's memo. <br /> Mr. Olmstead informed the Committee that they were not expanding a wastewater treatment <br /> plant, they are building a new treatment plant. <br /> Mr. Olmstead stated that CSA 44 A will serve the proposed site for stone water drainage. Mr. <br /> Olmstead indicated that the only issue regarding the Master Plan is that Mr. Karam wants Cecil <br /> Dillon, Linne Estates engineer, to make sure there is enough water pressure, Mr. Olmstead <br /> indicated on the plan the location for the needed water pressure. <br /> Mr. Olmstead stated that he and Mr. Elissagaray just learned that the Department of Public <br /> Works would like the Master Plan to go to public hearing. Mr. Olmstead indicated that they <br /> were objecting to that. <br /> Mr. Elissagaray stated that he and Mr. Olmstead met with Mr. Tom Gau of the Public Works <br /> Department, and Mr. Cecil Dillon about a month or two ago. Mr. Dillon drew up exactly what <br /> Mr. Gau wanted a single sewer treatment plant for maintenance purposes, which included the <br /> storm drainage pond. Mr. Elissagaray stated that they see no reason to go to the Planning <br /> Commission for a hearing, it is just delaying their map continuously, including the Traffic Study, <br /> which is a new requirement all of a sudden. <br /> Mr. Martin told Mr. Elissagaray that he needs to meet with Mr. Karam regarding this matter. <br /> Mr. Neely asked the applicants to contact the Department of Public Works to set up a meeting <br /> with Mr. Gau regarding their concerns. <br /> Mr. Neely reviewed the Department of Public Works requirements. <br /> Mr. Olmstead questioned the Environmental Health Departments memo regarding the remaining <br /> parcels at the Chrisman Road and Linne Road intersection not included in the General Plan <br /> Amendment & Zone Reclassification. Mr. Borges asked if the remaining parcels would be able <br /> to hook up to the services in the future. Mr. Olmstead indicated yes. <br />
