Hazelton Ave. <br /> Stockton, CA 95205 <br /> Subject: PA-0600312, PNC Proactive Northern Container, LLC, (APN 143-280-39;APN 143-280-40) <br /> Dear Kathy Allen: <br /> The San Joaquin Valley Unified Air Pollution Control District(District) has reviewed the project referenced <br /> above and offers the following comments: <br /> The entire San Joaquin Valley Air Basin is designated non-attainment for ozone and particulate matter <br /> (PM10 and PM2.5). This project would contribute to the overall decline in air quality due to construction <br /> activities in preparation of the site, and ongoing traffic and other operational emissions. Preliminary <br /> analysis indicates that this project alone would not generate significant air emissions. However, the <br /> increase in emissions from this project, and others like it, cumulatively reduce the air quality in the San <br /> Joaquin Valley. A concerted effort should be made to reduce project-related emissions as outlined below: <br /> This project may be subject to District permitting requirements. Depending on the nature and complexity <br /> of the application and staff workload, permitting approval may take several months. For further <br /> information or assistance regarding permitting, you may contact any of the District's Small Business <br /> Assistance Offices at (209) 557-6446 in Modesto, (559) 230-5888 in Fresno, or (661) 326-6969 in <br /> Bakersfield. To avoid unnecessary delays, applications should be submitted to the District as soon as the <br /> project developer has determined the scope and specific uses of the project. <br /> Based on the information provided, it appears that this project will have a less-than-significant impact on <br /> the ambient air quality. However, the proposed project will be subject to the following District rules. The <br /> following items are rules that have been adopted by the District to reduce emissions throughout the San <br /> Joaquin Valley, and are required. This project may be subject to additional District Rules not enumerated <br /> below. To identify additional rules or regulations that apply to this project, or for further information, the <br /> applicant is strongly encouraged to contact the District's Small Business Assistance Office at (209) 557- <br /> 6446.
