The applicant <br /> must contact the District's Small Business Assistance Office at (209) 557-6446 to receive additional <br /> information/instructions. <br /> Rule 4002 (National Emission Standards for Hazardous Air Pollutants) In the event that any portion <br /> of an existing building will be renovated, partially demolished or removed, the project will be subject <br /> to District Rule 4002. Prior to any demolition activity, an asbestos survey of existing structures on the <br /> project site may be required to identify the presence of any asbestos containing building material <br /> (ACBM). Any identified ACBM having the potential for disturbance must be removed by a certified <br /> asbestos contractor in accordance with CAL-OSHA requirements. The District's Asbestos Requirements Bulletin can be found online at <br /> hftp://vallevair.or.q/busind/comply/asbestosbuitn.htm. <br /> Rule 4101 (Visible Emissions) This rule prohibits emissions of visible air contaminants to the <br /> atmosphere and applies to any source operation that emits or may emit air contaminants. The <br /> applicant must contact the District's Small Business Assistance Office at (209) 557-6446 to receive <br /> additional information/instructions. <br /> Rule 4102 (Nuisance) This rule applies to any source operation that emits or may emit air <br /> contaminants or other materials. In the event that the project or construction of the project creates a <br /> public nuisance, it could be in violation and be subject to District enforcement action. <br /> Rule 4201 (Particulate Matter Concentration) This rule establishes a particulate matter emission <br /> standard and applies to any source operation that emits or may emit dust, fumes, or total suspended <br /> particulate matter. <br /> Rule 4202 (Particulate Matter Emission Rate) This rule establishes allowable emission rates and <br /> applies to any source operation that emits, or may emit, particulate matter emissions. <br /> Rule 4607 (Graphic Arts) This rule limits VOC emission from graphic arts printing operations and <br /> paper or fabric coating operations, and from the organic solvent cleaning and the storage and <br /> disposal of solvents and waste solvent material associated with such operations. <br /> The District encourages innovation in measures to reduce air quality impacts. There are a number of <br /> features that could be incorporated into the design/operation of this project to provide additional <br /> reductions of the overall level of emissions. (Note: Some of the measures may already exist as San <br /> Joaquin County development standards. Any measure selected should be implemented to the fullest <br /> extent possible.) The suggestions listed below should not be considered all-inclusive and remain options <br /> that the agency with the land-use authority should consider for incorporation into the project. <br /> • The applicant/tenant(s) should implement measures to reduce the amount of single occupancy <br /> vehicle employee traffic to and from the project area that further reduce air pollution in the valley. <br /> This could include such provisions as encouraging employees to rideshare or carpool to the project <br /> site through preferential parking spaces for employees who participate in carpooling or vanpooling, <br /> incorporating a compressed workweek schedule, guaranteed ride home, carpool matching programs, <br /> shower/changing facilities, providing free transit passes, providing an alternative-transit information <br /> center, and having a dedicated employee transportation coordinator.
