FRONTAGE ROAD, ACAMPO) BORDER ZONE
PROPERTY DETERMINATION NUMBER 92-6
Dear Mr. Hartsog:
This letter is in response to your letter of December 7 , 1992 .
As the proposed new property owner and acting on behalf of the
present owner and seller as an authorized agent, you have requested
a border zone property determination for property located at
24155 N. 99 W. Frontage Road (Assessor's Parcel Number 005-160-11)
in Acampo, San Joaquin County. The subject property is the
proposed site for a new facility for the Hartsog Trade School, a
training school for refrigeration and heating, ventilation and air
conditioning (HVAC) service technicians. Students attending the
school are expected to range between 18 and 55 years of age. The
subject property is also located within 2000 feet of the Lodi
Airport.
The Lodi Airport site is a hazardous waste site which is
listed on the "Expenditure Plan for the Hazardous Substances
Cleanup Bond Act of .1984 , revised January 1989 . " This site is
currently in the Department of Toxic Substances Control's
(Department's) site mitigation process due to soil contamination
resulting from past operations at the site. A preliminary
endangerment assessment (PEA) has been recently completed and the
property recently fenced to restrict public access.
Decision
The PEA (dated September 16, 1992) was prepared by
Mr. Ross Overby, a private consultant, and approved by the
Department on October 7 , 1992 . Based on a review of available
information, including the approved PEA, we find that there is
currently no known significant health hazard to the proposed trade
school resulting from the proximity of the proposed school property
to the Lodi Airport site.
t
